Information Management Associate

Organizational Setting and Work Relationships
The Information Management Associate supports the production and dissemination of information on the population of concern, including but not limited to Protection and Programme information.

The incumbent operationalizes data standards developed at the central level in field operations, compiles and explores data from all populations of concern. S/he supports the Programme Team and UNHCR's implementing partners in the choice of indicators for monitoring to be included in sub-agreements as well as the Protection Team in operationalizing protection monitoring systems.

Duties
- Operationalize country-specific common data standards and promote them with partners, including UNHCR data standards and the IASC Common Operational Datasets.
- Compile and aggregate information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data.
- Collect, collate and process information and perform data quality and consistency control.
- Produce summary statistics.
- Support the coordination of data collection teams.
- Support and leverage geographic data for map production and use in geographic information systems (GIS).
- Share UNHCR data with partner agencies and maintain Portal data and information in-line with agreed frequencies.
- Participate in Needs Assessment processes, specifically in data collection, processing/collation and data exploration.
- Liaise with partners and represent UNHCR in meetings related to the functions.
- Make recommendations and provide advice on the technical information management requirements.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

Proven experience working in an emergency, with demonstrated capacity in leading roles within the coordination mechanism at national and field level with all relevant technical units and sectors.

• Previous experience working with IM coordination tools;
• Strong and proven IM technical skills in the following tools is required (KOBO, Power BI, ARC GIS & QGIS, Power Query & advanced Excel, Adobe Illustrator & Photoshop);
• Excellent analytical skills and the ability to best interpret the data available and develop visual products and written reports to support coordination and decision-making;
• Outstanding interpersonal and coordination skills, in order to build relationships with a wide range of counterparts, including national, and provincial partners, other UN agencies, donors and civil society organizations, to mobilize and engage actors in the refugee response;
• Excellent communication and writing skills as the post requires the production of guidance notes, training material to support partners/ engagement regarding IM products;
• Proven record in strategic decision-making, planning and implementing of IM strategies, monitoring and evaluation of UNHCR responses, and strengthening the engagement of different stakeholders;
• Team player, forward-looking and solutions-oriented with a strong sense of responsibility and accountability;
• Strong skills in English and Turkish are essential.

Nature of Position:

The Information Management Associate will be part of the Information Management team of UNHCR in Türkiye. S/he assists in the production, analysis and dissemination of information on the population of concern, including but not limited to UNHCR Protection and Programme information. The incumbent operationalizes data standards developed at the central level in field operations, compiles data and analyses information from all populations of concern. S/he supports the Policy Development Unit and Protection Unit in operationalizing protection monitoring systems.

At Inter-agency level, the Information Management Associate will work closely with sector coordinators and the inter-sector team to harmonize monitoring of the existing and planned interventions. S/he will provide guidance to sector coordinators on indicator monitoring and analytical guidance to measure progress against indicators and strategic directions. S/he will support sector coordinators with assessments and evaluations including on determining data and information gaps, support in evaluation processes and data analysis.

The Information Management Associate will report to the Associate Information Management Officer.
