NRC Mali was established in 2013 and is currently implementing RRM, Education, Food Security and Livelihoods, and Information, Counselling and Legal Assistance (ICLA) projects in the central and northern provinces of the country. NRC’s operations in both Burkina Faso and Niger began in 2019. Projects include education, shelter, WASH, livelihoods and food security. In 2020, some funding for ICLA activities has been secured and recruitment of national teams is underway. Both operational contexts present significant legal protection needs for vulnerable displaced populations and host communities, in terms of their access to civil documentation and housing, land and property rights. Given the regional nature and certain commonalities of these thematic challenges across Mali, Burkina Faso and Niger, NRC has decided to recruit for an Information, Counselling and Legal Assistance (ICLA) Specialist who will be supporting both operations.

The purpose of the ICLA Specialist position is to (1) support the Mali ICLA programme, specifically to refine and implement its HLP and Legal Identity strategy; (2) support the establishment of the ICLA programme in Burkina Faso & Niger; and (3) ensure the quality of internal tools and guidance; reinforce staff capacity and develop a donor strategy for both operations.

Generic responsibilities:
Develop ICLA strategy, technical guidance and Macro LFAs;
Compliance with and adherence to NRC policies, guidance and procedures;
Contribute to fundraising, develop and revise funding proposal, budgets and donor reports;
Identify trends technical standards and donor priorities;
Follow up on compliance with contractual commitments within ICLA core competence (CC), ensure high technical quality and synergies in project implementation
Provide technical direction and project implementation support to the implementation team
Ensure that key learnings are extracted from ICLA CC implementation, and incorporate them in CC and staff development processes;
Provide systematic training and build capacity of ICLA staff;
Represent NRC in relevant forums/clusters, including with national authorities and donors;
Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific responsibilities:
Develop proposals, undertake project reviews and modifications, including budgets;
Consolidate and develop internal and external reports and other materials;
Support Area Managers and ICLA Project Coordinators to develop and follow work plans and spending plans
Regularly visit project activities with ICLA staff to assess quality and relevance of the response and to provide on the job learning to staff. As necessary, advise reorientation of activities and work plans to ensure that project objectives are achieved;
In coordination with M&E staff, design and implement appropriate M&E system and tools for ICLA programming in order to measure quality programming and evaluate impact, cost-effectiveness and relevance of specific activities
Lead on conducting needs assessments (in collaboration with Area Program teams, Protection team and M&E teams), baseline, mid-and end-evaluations;
Ensure quality programming and protection mainstreaming through ICLA country programmes;
Participate in relevant humanitarian coordination meetings in country operations;
Actively promote and operationalize synergies between ICLA and other NRC programming;
Ensure capacity building of project staff and transfer key skills.

Qualification and experiences requirements:

  • Minimum 4 years of experience within a humanitarian/recovery context;
  • Proven understanding of international human rights, refugee law and humanitarian principles
  • University degree or higher education relevant to the assignment.
  • Strong communication, interpersonal, analytical and negotiation skills
  • Proven skills and experience in report and proposal writing
  • Experience from working in complex and volatile contexts;
  • Minimum 2 years of ICLA Core competency expertise (as Specialist or Project Manager) or similar experience;
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile;
  • Professional fluency in French and good knowledge of English, both written and verbal.

Context/specific skills, knowledge and experience:

· Knowledge of the Sahel region and/or Mali, Burkina Faso and Niger specifically;

  • Experience with start-up or expansion of new programmes;
  • Experience in team capacity building;

· Advanced computer skills, especially in Word, Excel, Power Point and Outlook
