The US Department of Defense Center for Excellence in Disaster Management and Humanitarian Assistance (CFE-DM) is based in Honolulu, Hawaii with a global mission to train and build capacity in the field of international humanitarian assistance and humanitarian civil-military coordination. The Center’s all-civilian team works closely with UN agencies, ICRC and IFRC, and INGOs to enhance the military’s understanding of humanitarian crises, the principles by which humanitarian organizations operate, importance of humanitarian access and security, and the military’s role in supporting humanitarian outcomes in natural disasters and complex emergencies.

As a member of the Operational Analysis Cell, support CFE-DM in the development and production of analysis designed to inform operational planning related to humanitarian access and security. Position is full-time based in Honolulu, Hawaii. International and domestic travel 20-30%.

RESPONSIBILITIES AND DUTIES:

· Constantly monitor available sources to collect, compile and report information including incidents and trends pertinent to humanitarian access and security in the Asia-Pacific region.

· Prepare and disseminate regular reporting and updates to military operational planners.

· Provide timely thematic and/or area-based access analysis based on operational needs.

· Support senior leadership and staff in analyzing the latest developments in the Asia-Pacific region and how these are likely to impact military operations.

· Provide technical input and advice in assessments in new geographic areas, and regular assessment reviews for existing locations.

· Maintain a high level of preparedness vis-a-vis predicted contextual fluctuations operationally.

· Provide humanitarian assistance and civil-military coordination planning and operational support during real-world crises.

· Draft analysis, correspondence, planning documents, after-action reviews, and other professional white papers and articles as required.

· Assist in capturing lessons learned and best practices from real-world operations.

· Understand, monitor, and remain current on geo-political developments impacting humanitarian crises globally, with a primary focus on the Asia-Pacific region.

· Lead or assist in planning, coordinating, and facilitating multiple events each year.

· Assist in the planning, coordination, and execution of military exercises.

· As required provide professional presentations, briefings and training to civilian and military groups including senior leaders.

· Participate in relevant international or local conferences.

EDUCATION REQUIREMENTS:

· A Master’s degree in political science, international relations, or humanitarian affairs is highly desired. A four-year, technical degree, or certification in a related field with substantial relevant field experience will be considered.

Minimum Job Requirements:

· Demonstrated ability to establish networks of contacts for the identification of analytical topics and collection of relevant data (including geospatial data); a strong multi-source analytical capability; and a solid capacity to engage different stakeholders across the humanitarian and security sectors.

· Ability to develop and deliver written and visual products on a timely basis, often on short notice, and to shift areas of focus quickly.

· Strong writing and demonstrated capability to produce high quality analysis.

· Must be able to read, write, and speak the English language fluently.

· Field experience conducting and/or supporting humanitarian assistance and civil-military coordination in responses to international humanitarian crises.

· Experience advising and briefing senior leaders in military and/or civilian organizations.

· Experience working with United Nations agencies, international non-governmental organizations (INGOs), ICRC and/or IFRC, and/or donor agencies.

· Substantial and documented prior experience as a trainer and training skills – specifically the ability to develop, implement, facilitate and impart learning to a wide range of audiences.

· Regional experience in Asia-Pacific preferred.

· Must have a valid U.S. Passport.

  • Must have a valid State Driver’s License and maintain Military installation driving privileges.

  • Applicant selected will be subject to a government security investigation and must meet eligibility requirements to access classified information. Must be able to obtain and maintain a security clearance and meet other eligibility requirements for access to classified information.**

· Must maintain, or be able to attain, Top Secret/SCI security clearance.

Physical Requirements:

· Must be physically able and willing to travel in the U.S. and internationally to support program goals and objective.

· Expect 20% - 30% of Travel of work time to include travel.

Salary:

Salary will be determined based upon current experience and relevance to the position.
