Org. Setting and ReportingThis position is located within the Commission of Inquiry on the situation in the North and South Kivu provinces of the Democratic Republic of Congo (DRC), pursuant to Human Rights Council Resolution A/HRC/RES/60/22, based in Kinshasa. The incumbent will work under the direct supervision of the Coordinator of the Commission of Inquiry and the overall supervision of the Chief of Investigations Support Section, Human Rights Inquiries Branch within the Office of the High Commissioner for Human Rights (OHCHR). ResponsibilitiesWithin delegated authority, the Human Rights Officer (Reporting Analyst) will be responsible for the following duties: - Reviews and analyses information collected and advises the Commission’s staff on addressing gaps and following leads; - In coordination with the Investigations Team Leader, identifies gaps and orients the investigation accordingly; - Coordinates closely with the Legal Adviser to ensure information collected corresponds to the required legal elements; - Coordinates closely with the Gender Adviser to ensure gender perspectives are integrated throughout the investigation, and during analysis and report drafting, including on the gendered impact of the violations; - Prepares briefings, summaries of information gathered and analytical documents as required; - Coordinates the drafting of the Commission’s reports, and acts as its main drafter; - Ensures that information collected is properly documented, in accordance with standard OHCHR methodology in coordination with the Investigations Team Leader; - Assists in drawing analytical conclusions; proposes the structure of reports and visualisation of the Commission’s findings and conclusions; assists in developing actionable and gender-sensitive recommendations. - Performs other duties as required. CompetenciesPROFESSIONALISM: Knowledge of human rights-related matters, international human rights law, international criminal law and international humanitarian law; proven ability to analyse and report on complex human rights investigations; understanding of gender dimension in the human rights field work including sexual based violence; capacity to analyse and synthesize information. Work ExperienceA minimum of seven years of progressively responsible work experience in human rights, international humanitarian law or international criminal law is required. A minimum of two years of experience in the analysis and drafting of public human rights reports is required. Relevant working experience in or on the region is desirable.
