ROLE PURPOSE:

The HR Officer is responsible for all HR, including recruitment, timesheets, tracking leave and providing support on HR policies. The HR officer will also provide admin support to the staff and office management to ensure smooth functioning of the office, premises maintenance, office equipment, managing mail, office supplies, workshops or trainings support, supervise the domestic staff, etc.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY:

  • Draft vacancy announcement based on SCI formats for approved recruitments and placing vacancy announcements.

  • Schedule job interviews with candidates in accordance with SCI procedure.

  • Guide and Lead recruitment processes, Ensure that candidate selection processes are in accordance

with SCI's policies and procedures for Iraq with a focus on transparency, fairness and recruitment on

the basis of merit.

  • Maintain accurate, updated and confidential personnel and recruitment files and trackers.

  • Maintain accurate, updated and confidential personnel and recruitment files and trackers.

  • Review and monitor the status of all national staff employment contracts in the Center and ensure that

the FOM and the Country Director are updated well in advance of renewals or changes required.

  • Prepare all new and revised staff contracts, offer letters, salary offer sheets and personal declarations

and advise the FOM proposed salary scales for each position.

  • Prepare service and consultancy contracts for suppliers, service providers and consultants based on

appropriate procurement methods.

  • Maintain an accurate, updated and well organized, confidential HR filing system.

  • Lead new staff induction processes ensuring that all new staffs are introduced to Save the Children's

policies and procedures and that they are re-oriented on a periodic basis.

  • Maintain tracking sheets for al employment, service and consultancy contracts and advise the Field

  • Office Manager of contracts expiring within one month.

  • Support the tracking of employee time-sheets and review leave/vacation balances.

  • Prepare the monthly payroll and payments for service and consultancy contracts.

  • Prepare and/or disseminate communication memos for staff as and when requested by the Field Office Director or the Country Director.

  • Work closely with the Field Office Manager to implement annual, mid-year and probationary

performance review processes.

  • Ensure that all staff departing Save the Children completes a full and documented handover and that exit interviews are conducted.

  • Any other related tasks as requested by Supervisor.

Administrative Responsibilities:

  • Implement general administrative systems, procedures and filing systems.

  • Implement systems for office management including clean office policies.

  • Manage all incoming and outgoing mail including filing, reference numbers and courier services.

  • Supervise cleaners/housekeepers to ensure that the office and houses are properly cleaned and

provisioned with drinking water, cooking gas, office supplies and cleaning supplies.

Staff Management, Mentorship, and Development:

  • Supervise admin assistants and housekeepers and provide support to the logistics officer.

QUALIFICATIONS AND EXPERIENCE:

  • College Graduate

  • At least 4 years experience in HR with other NGO or Private Organization

  • Ability to work simultaneously with multiple tasks, willingness and ability to work efficiently with a wide diverse group of people

  • Working ability with tight deadlines and in a fast growing program environment

  • Strong organizational skills

  • Excellent interpersonal and communication skills

  • Good spoken and written English, Arabic and Kurdish (Kurdish is preferable)

  • Computer literate (word, excel, power point)
