The Syria Civil Defence (also known as The White Helmets) is a community-based first responder and community worker organization established as a response to the Syrian conflict. The organization has been working in non-regime-held areas inside Syria, currently joining nearly 3,000 volunteers operating through 87 community-based teams and 33 women’s points. Their work has received unparalleled levels of international recognition and support for a local organization in war, becoming a symbol of humanity and inspiration not only in Syria but internationally.

Syria Civil defence receive both governments and private funding with an annual budget of around 25 Million USD. Our Headquarter is in Syria and we operate support offices in Turkey and overseas.

SCOPE OF WORK

Under the supervision of The Managing Director, the Human Resources Manager primary role will be leading and directing HR functions within the organization including hiring, developing, retaining, and administering payments to SCD volunteers and staff members. The HR Manager will ensure that the HR life cycle is conducted in the most systematic and professional manner and in line with the organization’s strategies and policies.

Human Resources Manager will strive to be an integrated part of SCD organisational development. Having the overall strategic and supporting role in helping line managers developing and retaining their staff members.

Duty Station: Sarmada or Gaziantep

Contracting Type: Annual employment contract.

Line Manager: Managing Director

Line management responsibility: HR Team

Full/Part-Time: Full time

Probation Period: 3 months

Tasks and Activities

Under the supervision of the Managing Director - the HR Manager will perform the following duties:

  • In consultation with The Board of Directors, review and update “Employee Manual and HR policies and procedures” for all HR functions; Ensure staff access and adherence to HR policies employee manual.
  • Train, support and guide SCD management and staff members on HR concepts and communicate and enforce, policies and procedures etc.
  • Be responsible for all HR management and development functions (including recruitment and selection, discipline, grievance, staff payments, contracts, training and development, performance appraisals and any other HR-related issues).
  • Responsible for comprehensive, audit-ready records of all SCD staff HR-related documents.
  • Collaborate with IT/Data management focal point to work on automating HR processes on the internal HR system. Responsible for developing and managing this system. And ensuring HR templates, policies and procedures are an integrated part of the HR system.
  • Partnering with the finance department to develop systematic and effective staff compensation and benefits system.
  • Ensure preparation of accurate monthly staff payroll and ensure staff payments in a timely manner.
  • Overseeing the day to day management of the recruitment process, including reviewing job descriptions, website advertising, updating SCD’s recruitment plan, filtering, and attending interviews and selecting candidates as appropriate.
  • Managing the collation of references, and security clearance and as relevant to each role.
  • Manage the organisation and delivery of induction sessions, including writing and delivering the presentations
  • Establish and maintain appropriate systems for identifying, planning, delivering and measuring learning and development.
  • Manage a training plan and its delivery within the agreed timescales and ensure outcomes are appropriately measured and reported on.
  • Liaise with the finance department to ensure control of training and development expenditure within agreed budgets
  • Guide and oversee performance appraisal process implementation and reports.
  • Responsible for capacity building of HR staff members.
  • Handling employee relations and addressing demands and/or grievances
  • Attend regular relevant meetings and contribute to regular reporting on HR functions as necessary.

Required Qualifications Education, Experience and Competencies.

  • University studies/ Higher education in Human Resources, Business administration or related field.
  • Thorough knowledge of employment-related laws and regulations.
  • At least five years of experience in human-resources filed. Two years of team management is required.
  • Previous experience with INGOs/NGOs and/or international is an advantage.
  • Fluency in English and Arabic. Knowledge of Turkish and/or French is desirable.
  • Excellent presentation skills.
  • Proficient use of MS office suite.
  • Knowledge of HR systems and databases
  • Ability to quickly learn the organization's HR management systems.
  • Ability to audit and monitor the quality of outputs; demonstrable experience of delivery against specified protocols/ procedures ensuring the highest level of performance.
