About our organization
CADUS e.V. is a non-profit and independent association with headquarters in Berlin and a regional office in Erbil, Kurdish Region Iraq (KR-I). We provide humanitarian aid in crisis and disaster areas. As our largest project at present, we operate a field hospital in Camp Al Hol in North East Syria (NES). Our short-term Emergency Response division is currently being established. At our headquarters in Berlin we operate the Crisis Response Makerspace, a workshop focusing on the development and construction of equipment for humanitarian aid. Berlin is also home to some of our staff who are responsible for project coordination, quality management and accounting for projects abroad.
Context of the position
Human Resource Management for the international projects of CADUS includes the responsibility for Cadus employees abroad (currently in NES and KR-I), the work with international crews we send to the projects, and the cooperation with the volunteer Crewing Team, which is mainly based in Germany.
The Crewing Team conducts initial interviews with potential outreach crew members, checks their professional qualifications and requests the necessary documents. We regularly crew small teams for our field hospital in Camp Al Hol, but we also put together teams for short-term emergency and disaster relief. In the current COVID-19 situation there are special challenges for the deployment of international teams.
In North-East Syria as well as in Northern Iraq we have 4-6 permanent local employees for administrative and management tasks. In addition, we have between 40 local employees, mostly medical professionals, who report directly to the individual projects.

Position: Human Resource Management for international projects at CADUS e.V.

Tasks:
Structural development
HR structure development for international projects, especially adaptation of the CADUS HR guidelines to the local context of the locations North Iraq and North-East Syria
Writing HR manuals for the NES site and the KR-I site, including rules for application procedures, hiring, diversity management, vacation entitlement, sick leave, maternity leave, personnel data protection, complaint management, disciplinary measures, termination of contracts, promotion opportunities, salary scale, duty of care
Ensuring the compatibility with the requirements of the donors of the projects according to the contract with CADUS e.V.
Training of the CADUS HR Manager in NES regarding the implementation of the HR guidelines and the code of conduct on site
Continuous review and, if necessary, adjustment of personnel processes in the context of international projects
Drafting of employee contracts for the sites KR-I and NES
Development of guidelines for crew deployment to NES and KR-I following the presentation of international standards for humanitarian missions
Coordination and Administration
Coordination and administration of the personnel deployment to KR-I and NES: Travel planning taking into account the current restrictions in the course of COVID-19, entry requirements and restrictions, residence permits, and the exit process
Assistance with entry and exit, as well as contact with international humanitarian actors regarding travel and visa issues
Continuous consultation with the Crewing Team and the local HR Manager regarding the deployment of staff
Coordination of all crew matters on an international level, including the ability to address questions of the international crew that are not regularly covered by the Crewing Team
Registration of crew members with the insurance company
Coordination of the follow-up after the end of the assignment
Continuous review of human resources management in NES and Northern Iraq
Administration of the local CADUS personnel structure in KR-I
Profile
At least two years of professional experience (full-time or three years part-time) in the field of human resource management in a non-profit, internationally active association
Professional experience in humanitarian aid is an advantage
Completed studies or training in a relevant field
Confident handling of labour law requirements of personnel administration within Germany and ability to transfer these to the context of the NES and KR-I sites
Very good proficiency in German and English language in word and writing
Excellent communication and team skills
Structured and efficient work
Secure handling of computers and common office applications
