Overview of the programme

WHO India Country Office collaborates with the Government of India and relevant stakeholders within the framework of the collaborative Country Cooperation Strategy (CCS), to actively support the development and implementation of national health policies, strategies and plans aiming at promoting access to and utilization of affordable and quality health services and improving financial protection against health-related risks.

WHO Country Office for India is supporting the Ministry of Health & Family Welfare to strengthen the existing health systems to cater to the growing needs of mental health and substance abuse, palliative care and elderly care in the country.

Underlying Values and Core Functions of WHO

WHO’s mandate revolves around six (6) leadership priorities specifying (i) advancing universal health coverage (ii) health related sustainable development goals (iii) addressing the challenge of non-communicable diseases and mental health, violence and injuries and disabilities (iv) implementing the provisions of the International Health Regulations (2005) (v) increasing access to quality, safe, efficacious and affordable medical products (vi) addressing the social, economic and environmental determinants of health.  

The South – East Asia Region (SEAR) of WHO is made up of 10 countries, with over 1.8 billion people, with India’s population of 1.4 billion. All the Member States of WHO/SEAR (Bangladesh, Bhutan, Democratic People's Republic of Korea, India, Maldives, Myanmar, Nepal, Sri Lanka, Thailand and Timor-Leste), share the common value of the highest attainable standard of health as a fundamental human right. All WHO actions are based on this and rooted in the underlying values of equity, solidarity and participation. 

Mission of the WHO Country Office for India

The mission of WHO India is to improve quality of life of the 1.4 billion people in India by supporting the government in eliminating vaccine preventable and other communicable diseases, reducing maternal and neonatal mortalities, promoting healthy lifestyles, addressing determinants of health, preparing and responding to health emergencies and strengthening health systems for universal health coverage.

Description of Duties:

Under the overall guidance on Team Lead (Health Systems) and in close collaboration with NPO (Integrated Health Services), the incumbent will undertake following duties:

Provide guidance on data governance, standards and interoperability on evidence-based digital health solutions and artificial intelligence.

Respond to internal and external requests related to country-specific data and digital interventions in collaboration with HIS/IHIP technical focal point.

Provide policy and implementation support for the development of strong integrated and robust Health information systems at all levels.

Provide technical assistance and facilitate inter-programmatic support in the areas of data systems, digital health and artificial intelligence by applying architecture frameworks to foster cybersecure health information/data exchange and ensure digital interoperability.

Develop and implement innovative ways for communicating and disseminating data-based information among the WCO public health programs.

Be the liaison for and respond to technical questions related to initiatives supported by the Health Systems Team, such as the SDG dashboard, PCVA portal and ICD 11 transition.

Build effective partnerships and coordinate across governmental and non-governmental organizations, multi- and bi-lateral agencies for investment in and use of digital technologies, artificial intelligence, and data eco-systems.

Guide and assist in building national institutional capacities for improved digital health literacy, digital health interventions, communication strategies, dissemination of materials and information.

Promote the implementation and use of WHO global digital goods, tools, standards and guidelines on digital health implementation such as the Global digital health strategy (2020-2024), DIIG, telemedicine guidelines.

Assist in the implementation of digital health literacy initiatives.

Promote and support meetings, webinars and workshops that facilitate knowledge sharing

Perform other related duties, as assigned.

Education:

         Essential: University degree in health sciences or public health with focus on digital health, computer sciences, information management in public health, business/management economics or a related field.

           Desirable: Advanced qualification in public health informatics, health management information systems, digital health technologies and innovations, health systems.

Experience:

                    Essential: At least 2 years of relevant experience in the implementation of digital health, artificial intelligence and /or health information systems.

                   Desirable: Monitoring and evaluating of health interventions. Working experience with the UN agency, other multi-or bilateral development agencies or an international nongovernmental organization in the area of digital transformation

Language: Excellent knowledge of written and spoken English and working knowledge of at least one other national language will be an asset.

Functional Skills and Knowledge:

Knowledge of WHO Digital Health Guidelines and national eHealth strategies.

Experience in LMIC contexts and donor-funded projects.

Familiarity with cybersecurity and privacy frameworks.

Project management certification (PMP, PRINCE2) or Agile experience.

Proven expertise in:

o    Health information systems (DHIS2, OpenMRS, OpenLMIS, OpenIMIS).
