ROLE PURPOSE:
In close collaboration with WASH Program Coordinator, the position holder will be responsible for the planning, design, implementation, follow-up and evaluation of Health project activities for COVID-19 response in the target communities. The position is specifically oriented towards the community Participation in the context of the COVID-19 outbreak and special attention will be made on the integration and mainstreaming of inclusiveness, Do no Harm, adult and child safeguarding, Gender Equality, and other cross cutting issue in health activities. When possible, the position holder should make sure that Health program is integrated with other programs of Save the Children as appropriate.

In line with SCI’s dual mandate, the Health officer will participate in emergency preparedness planning & training and be prepared to play an active role in Health response to an emergency.

KEY AREAS OF ACCOUNTABILITY :

Need Assessment
* In support of WASH Coordinator and Diyala Program Manager and in Cooperation with MEAL team, design, plan and implement health need assessments: conducting interviews, meetings (remote and F2F) with KIs, community leaders and representatives of Health Department. Conducting personal interviews at household level, facilitation of focus group discussions.
* Conducting Assessment/Registration for all health relevant interventions.

Program design and implementation:
* Insure that all Health Program activities are implemented with best level of commitment to COVID-19 prevention measures at all circumstances.
* In close collaboration with WASH Coordinator and MCA manager, design, planning, implementation and follow-up of Behaviour Change Communication activities in the targeted area.
* Setting up Community Based Communities and training them on BCC and quick identification of suspects of COVID-19 and referral to appropriate health services.
* Conducting Trainings (for CBC member, teachers, and health workers) on BCC and basic mobilization skills.
* Setting up of mother clubs and conducting COVID-19 prevention activities in schools/CFS.
* To coordinate and prepare monthly and weekly work plans for health program activities activities.
* To Supervise and assist CBC members in timely implementation of work plans and achieving quality BCC activities.
* Plan and ensure the distribution/delivery of PPE to the targeted health facilities.
* Take part in the selection, designing, pre-testing, developing, dissemination, and evaluation of appropriate IEC material for effective communication of behaviour change messages in the target area.
* Follow and ensure that gender, protection, local culture, and other important cross-cutting concerns are taken into account in program implementation, and reporting.
* Maintaining all the hard records of Health activities at office level and ensuring soft data is maintained on a sharable drive for all activities of the health program.
* In collaboration with WASH Coordinator ensure budget planning and logistic arrangements for day to day activities: making and follow-up of internal purchase request, quality control of material delivered by suppliers, planning movements with Supply chain and Safety and Security.

Monitoring, Evaluation, Accountability and Learning:
* Support MEAL team in Implementation of PDM survey (Post Distribution Monitoring) for distribution of materials and PPE.
* Collection, consolidation and reporting of weekly and monthly data, necessary for the consolidation of standard project and strategic indicators (number of beneficiaries, number and type of activity performed, COVID-19 situation in Diyala Governorate)

Reporting Responsibilities:
* Writing weekly report to line manager, and verbal reports whenever necessary.
* Preparation of session plan and training reports for all sorts of trainings.

Staff Management, Mentorship, and Development
* To supervise and provide on job capacity building to Health team members.
* Identify the training needs for Health team.
* Ensure time sheets of all Health team submitted well on time.
* Doing objective settings and appraisal of Health team.

Collaboration and Representation
* Represent save the children in the field, coordinating with community leaders, and other stakeholders regarding SC Health interventions.
* Coordinate Health activities with other sectors of Save the Children, in order to integrate activities in the same geographical area and for the same beneficiaries.
* Coordinate activities with other local actors (governmental and non-governmental)
* Ensure the integration of gender, child protection, HIV, environment and other crosscutting issues to the design, implementation and development of Health activities, and ensure that activities take into account the needs of specific groups and individuals, especially children, the elderly and disabled people.

Emergency Preparedness and Response
* Actively participate in emergency preparedness and planning processes at Diyala level.
* In case of emergency, be prepared to contribute to the delivery of an appropriate and timely response in Health sector.

QUALIFICATIONS

Essential:
* Graduate degree in the field of Medicine/Public health/Nursing/Health sciences, Health administration or equivalent.
* 2-3 year experience in field of community mobilization, communication or training, at least 1-2 years in Health sector.
* Working ability with tight deadlines and in a fast growing program environment.
* Previous experience of working effectively as part of a humanitarian project team
* Commitment to working through systems of community participation and accountability
* Computer literate, knowledge and experience of working on Ms. Excel, word, Power point and Strong organizational skills.
* Knowledge of monitoring and evaluation
* Commitment to capacity building and developing others
* Ability to write clear and well-argued assessment and project reports

* Politically and culturally sensitive with qualities of patience, tact and diplomacy
