Working Environment:

The Grants Manager is based in Yangon office under the supervision of the Operations Coordinator based in Yangon. His/her mission is to be the focal person in direct link with the Operations coordinator and Myanmar Head office to centralize the monitoring of project reporting and participate in the preparation of new project submissions.

Job Description:

*Objective: Internal and external focal point for reporting / project proposals submission for the Myanmar Program.***

Reporting to the Operations Coordinator, the Grant Manager will have the following main responsibilities:

Responsibility 1 : Ensure quality and timeliness in project design and reporting

· Support the Operations Coordinator, the project teams, the Support Services Coordinator and the support team, in the monitoring of donor contracts: compliance with donor regulations, reporting deadlines, contract follow-up.

· Leads the internal planning for project design and reporting, in particular by carrying out, in accordance with the internal procedure, retro-planning for narrative and financial reports, and for proposal submissions.

· Ensure that concept notes and project proposals (including logical framework and timeline), narrative / financial reports are submitted on time and in accordance with donor procedures.

· Ensure computerized archiving of all documents relating to project proposals (narratives, budgets and annexes) and reports.

· Contribute to and/or coordinate the inputs to writing of interim and final reports to donors and the drafting of concept notes and project proposals, in liaison with Coordinators, Technical Specialists and Project Managers, so that they fit into Myanmar’s operational strategy and are aligned with existing projects.

· Participate in the key phases of diagnosis and design of projects (participate in the development of survey and assessments, in link with project teams, organize and lead kickoffs...), including initial assessment missions,

· Support the project managers, in regular (PM-box) and annual internal monitoring and in the planning of project reviews & final assessment, in collaboration with the MEAL team and the Operations Coordinator,

· Participate in the development of internal reporting tools (e.g. minutes of mission headquarters coordination meetings, etc.) and other external documents (project sheets, etc.) to donors.

· Conduct trainings/capacity building sessions to Project Managers and other relevant staffs (HI/Partners) in Project Reporting as well as on reporting tools.

Responsibility 2 : Donor Compliance

· Provide technical guidance on donors and HI regulations to ensure compliance within operations, program implementation, and reporting. Raise compliance issues proactively with program staff and the senior staff in relevant departments.

· Keep senior management informed of any projected inabilities to meet contractual obligations, report submission, and spend rates/significant budget variances. Also, be able to proactively mitigate risks through proposing remedial solutions, such as informing donors or raising timely modification requests.

Responsibility 3 : Assist the Operations Coordinator (ad hoc support to Project Managers, Humanitarian Coordination, donor relations, representation, MEAL etc.)

· Support the mission in reporting to other humanitarian aid actors and ensure HI Myanmar representation and report sharing on a delegated basis.

· Proactively monitors funding opportunities and regularly analyses changes in the strategies of donors monitored by the Myanmar mission (funding strategies, funding areas, regions, etc.); update the Donor’s matrix, follow up the fund-raising action plan; organize proposal Kick off meetings.

· Support the Program Director and the Operations Coordinator in the organization and conduct of missions, visits and donor relations.

PROFILE:

Education / Professional Experience

· -Degree in the development and/or humanitarian sector, project management or other relevant sector with experience, knowledge or interest in HI's sectors of intervention in Myanmar.

· Experience in reporting, design and/or project Management

· Experience in INGO/ UN Agency/ other

· relevant structure. Experience with HI is an asset.

Skills / Competency

  • Excellent level in English language, both written and oral.
  • Very good knowledge of project management tools (project cycle, logical framework, project proposal, reporting, etc.)
