Norwegian Refugee Council (NRC) established its presence in Jordan in November 2012 in response to the conflict in Syria and the resulting refugee influx. NRC Jordan currently employs over 500 staff in Jordan and is one of the largest INGOs in the country. Since 2012, NRC has worked to build the resilience of Syrian refugees in Jordan, and invest in the Jordanian communities that host them. NRC supports Syrian refugees in Zaatari and Azraq refugee camps, as well as vulnerable refugees and Jordanians in north and central Jordan (Irbid, Jerash, Ajloun, Mafraq and Amman governorates). In Jordan, NRC provides services in five of NRC’s global core competencies: Shelter, Education, Youth, Livelihoods and Information Counselling and Legal Assistance. NRC strives to combine its programmatic activities with evidenced-based advocacy work focused on policy change and strong external communications and media engagement. The Country Office also works to ensure safe and integrated programming through ensuring protection is effectively mainstreamed across all core competencies.

Duties and Responsibilities

The Grants Coordinator will contribute to achieving quality programming by closely supporting the Grants Manager in ensuring effective grants management including internal and donor compliance requirements, timely and quality reporting, as well as proposal development. S/he ensures NRC programme/support teams are informed of relevant donor compliance regulations and NRC procedures, manages donor and other external and internal reporting, and coordinates grant revisions. The Grants Coordinator is directly responsible for supporting Project Managers and Programme Specialists in the development of reports and for applying NRC’s PCM framework throughout all stages of the programme cycle. The Grants Coordinator further supports Programme teams with proactive fundraising by maintaining a repository of tools and information on donor priorities and available assessments and research. The following is a brief description of the role:
Generic Responsibilities:

  • Adherence to NRC policies, guidance, and procedures.
  • Develop and maintain overview of all grants, donor requirements, rules and regulations, and internal and external deadlines, including filing of grant documents (including through the grants database - forthcoming).
  • Coordinate the development of donor applications and reports, as well as ensuring donor compliance and quality control.
  • Provide an internal help-desk on donor related issues, including organize and deliver trainings in donor rules and regulations, as well as proposal and report writing.
  • Be updated on donor priorities and track and share relevant calls for proposals.
  • Document, analyze, and share learning from proposal and reporting process, and compliance with donor rules and regulations.
  • Contribute to continuously improving internal grant management systems.
  • Provide an internal help-desk on donor related issues, including organize and deliver trainings in donor rules and regulations, as well as proposal and report writing.
  • Coordinate the development and distribution of internal reports.
  • Contribute to PCM trainings and usage of the NRC PCM frame work in the CO as delegated by the Head of Programme.
  • Support external donor audits.
  • Represent with relevant partners and donors as delegated.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.

Qualifications

  • Between 3-5 years of relevant experience within field of expertise
  • Experience from working with humanitarian and development donors
  • Good understanding of donor rules and regulations
  • Skills and experience in report and proposal writing
  • Strong communication, coordination and interpersonal skills
  • Strong analytical skills (data and financial)
  • Ability to mediate in high-stress scenarios with competing interest
  • Excellent written and oral communication skills in English
  • Above average computer skills
