Backgound

In 2009, International Medical Corps (IMC) established Health and MHPSS programs for vulnerable Palestinians-including capacity building for service providers and integrating mental health into primary health care services. IMC worked directly with the primary health care system to improve mental health service as well as sensitize the community while improving existing support networks for vulnerable groups. In the aftermath of the 2014 war, IMC implemented emergency response activities in 26 access-restricted areas. Activities included structured PSS activities for children; and capacity-building of community-based organization (CBO) staff on delivering Psychological First Aid (PFA), PSS services, and child protection. Building on previous experience, IMC currently implements a Health intervention in Gaza to help fill some of the existing gaps.

Job Purpose

The Grants and Compliance Manager will be responsible to provide compliance with donor regulations, professional advice on preventive, detective and corrective internal control and organizational risk management to the country office management. This position has dual reporting lines to the Regional Compliance Coordinator and daily supervision and country specific task assignments by the Team Leader, Gaza Office.

Main Responsibilities

Compliance

  • Assist management to effectively identify, document and mitigate compliance risks associated with program and operations activities.
  • Ensure the country office is following up on the developed Issue Log for management agreed upon action plan that includes compliance, internal and external audit recommendations to track their timely implementation.
  • Perform and supervise compliance review procedures to verify that controls are operating through testing and interviewing techniques with proper standard compliance review working papers and/or other suitable mechanism
  • Exemplify the role model behavior when it comes to ethics and organizational values.
  • Prepare timely compliance review reports
  • Perform, implement and report on monthly Ethics and Compliance Testing system
  • Maintain country specific Business Risk Matrix.

Grants

  • Collaborate with technical and program team to develop sound donor reports, proposals and check on overall grant implementation status.
  • Provide capacity building support to sub grantees on donor regulations and requirements.
  • Maintain regular communication with sub grantees regarding required financial and programmatic reporting, as well as capacity-development needs.
  • Ensure regular reporting on sub-granting programs.

Qualifications

  • Education/Degree: University degree, preferably in Business Administration and/or Audit
  • Solid knowledge of Excel, Word and Power Point.
  • Strong knowledge of the different types of tools (Grants, Contracts, sub-awards, etc.)
  • Strong knowledge of various business controls (HR, Finance, Procurement, Logs, I.T, Program)
  • Minimum 3 years of experience in compliance field
  • Minimum 2 years of experience in the humanitarian sector
  • Solid experience with various donor rules and regulations such as DFID, USAID, ECHO etc.
  • Solid experience in Audit, Risk and/or Compliance.
  • Strong time management and meeting deadlines
  • Strong team management
  • Recognizable leadership skills.
