Result of ServiceData & AI Repository (by November 2025): Inventory of foresight data, tools, and predictive analytics gaps; documentation of AI coding methodology. Preliminary Regional Futures Intelligence Report (by 1 December 2025): Actionable foresight insights for RC/HC leadership and interagency planning. Final Regional Futures Intelligence Report (by March 2026). Foresight institutionalized as a core capability of the RC system in the Arab States. • AI-enabled foresight models embedded into planning and financing cycles. • Futures intelligence supports anticipatory governance, cross-pillar agility, and diplomatic engagement. • Regional partnerships position the UN as an active convener and producer of foresight, reinforcing UN80’s convening mandate. • Evidence-based foresight informs 2026 programming priorities and strengthens system-wide resilience. Work LocationRemote Expected duration6 weeks Duties and ResponsibilitiesBackground Foresight has emerged as a core capability for navigating the Arab States’ polycentric crises. As emphasized under UN 2.0, foresight embeds horizon scanning, long-term thinking, predictive analytics, and scenario planning into the daily work of the UN. Designed to address uncertainty, it is particularly relevant in the Arab region, where overlapping geopolitical, economic, and environmental shocks continuously reshape risks and opportunities. The DSG–RC retreat underscored foresight as essential for RCs and Regional Directors to anticipate systemic shocks, navigate complex political economies, and engage governments, IFIs, and regional blocs with credible intelligence. Previous foresight training and piloting (e.g., KSA, Kuwait, Yemen) and foresight applications in CCAs demonstrate both a growing appetite for futures literacy and the potential for regional scaling. International partners such as the World Bank and European Union are increasingly recognizing foresight’s catalytic role, opening new opportunities for the UN to leverage foresight in attracting financing, policy traction, and political engagement For resilience and recovery. Duties and Responsibilities 1. Collect and curate multi-source data required to train an AI model in analysis and foresight; code the AI to generate outputs tailored to polycentric crisis dynamics in the Arab States. 2. Train an AI model to identify cross-boundary, cross-pillar issues, on the polycentric crisis model, and adjust preliminary results. Develop regional foresight scenarios mapping ripple effects and cross-border interdependencies. 3. Generate futures intelligence to support cross-pillar collaboration across humanitarian, development, and peace domains. 4. Operationalize foresight as a leadership capability embedded into RC retreats, regional meetings, and interagency scenario exercises. 5. Transition the UN in Arab States from a passive consumer of foresight to an active convener and producer of strategic intelligence. 6. Strengthen partnerships with regional foresight actors, GCC platforms, IFIs, and think tanks to co-design foresight dialogues and scenario platforms on trade, climate, peace, and resilience. 7. Leverage internal UN assets (UNDP Strategy and Futures Team, CPD Foresight Toolkit, Future Trends and Signals System, PPB AI Lab) to align and scale foresight capacity across the system. 8. Produce actionable reports with methodologies, lessons, and recommendations for institutionalizing foresight in the RC system. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 3 years of professional work experience of progressively responsible professional experience in one or more of the following areas: foresight, strategic analysis, scenario planning, or AI-driven data analytics, is required.
