Information & Communications Focal Person – Terms of Reference

Position Title: Focal Person – Information & Communications**

Location: Lebanon

Reports To: Head of Grants and compliance in ActionAid Arab Region or someone with official delegated authority by the Country Director

Also Accountable To: Relevant IHART representative.

Key functional contacts: IHART Information Officer; national communications staff; national fundraising staff; national emergency response programme staff; local partner staff; Roving Global Humanitarian Advisor, IHART.

Duration: three months (anything beyond negotiated), Part-time.

Purpose of Role:

  1. To ensure timely and efficient information about developments (programme, policy,

media) for emergency response work

  1. To act as an emergency focal point for IHART and AAI communications team, and respond to any reactive queries

  2. To gather case studies and photos as required

To ensure integration of emergency communications into existing strategy

Key Responsibility Areas:

· To ensure timely and efficient information about developments (programme,

policy, media) for Lebanon emergency response work

· Work with the AA AR team and local partners to provide the latest updates via weekly situation reports (frequency to be reviewed after 6 weeks)

· Provided additional support to reporting where needed, e.g. donor reports

· Ensure a focus on our humanitarian signature when providing information

· Keep an eye on developments in the wider response, and flag any relevant issues

for media or policy work

· Be a key focal point for IHART for information about the situation and programme

1. To act as emergency focal point for IHART and AAI communications team, and respond to any reactive queries

· Respond to queries from IHART and communications team

· Liaise with IHART Information Officer when needed to ensure requests for emergency information from the federation are streamlined

· Provide detailed info/comms resources, such as price points, number of people reached, focus areas of work, how women are being prioritised in the response and how women are leading the response.

· If needed, arrange media interviews with relevant staff and ensuring staff are fully briefed (in consultation with AAUK media team or GS media team (tbd which in advance of deployment)

· Ensure media briefings in country provide guidance around how to communicate our signature and the impact of our approach

· Support with input for key messages and Q&As Link with local media in-country to maximise local media coverage

2. To gather case studies/stories and photos when possible

· Conduct field visits to areas where AA is working, to document continued need for assistance (if funds for response are still required) and to demonstrate the positive impact AA’s support is having and to provide feedback at regular intervals.

· Gather photographs (portrait and context) for all relevant case studies and uploading photos and case studies to StoriesHub (or sending to Natasha.mulder@actionaid.org for uploading)

· Adhere to AA standards and guidelines on gathering case studies and photos, ensuring consent is gained from anyone who is interviewed, or whose photo is taken

· Use other media as available, e.g. flip cameras, smart phone

Follow communications requirements and guidelines of AA fundraising affiliates/associates If needed, train country staff on how to generate communications content for wide use (e.g. website and social media) including how to interview affected people, gather case studies and take good quality photographs, with a focus on demonstrating our humanitarian signature.

3. To ensure integration of emergency communications into existing strategy

· Support AA AR communications staff to develop emergency communications plan or to

integrate communications on the emergency response into the existing regional communications plan

· Support in the implementation of the communications strategy

· Ensure a focus on our humanitarian signature in communications plans

Skills and Qualifications:

Essential:

· Experience of collating and synthesising information

· Experience of case study/stories gathering and developing engaging communications content for external audiences

· Experience of setting up systems (preferably communication systems)

· Ability to work quickly and under pressure

· Experience of working in an emergency response situation

  • Media trained

· Self-starter, requiring little support to get tasks done

· Excellent spoken and written English and Arabic

· Consultative and empowering working style and willingness to learn from others

· Willingness to travel as required between Lebanese governorates

· A strong commitment to embedding feminist leadership and ActionAid’s humanitarian signature.

  • A strong commitment to adhering to and promoting ActionAid’s approach to combat Sexual Harassment, Exploitation, and Abuse and other Safeguarding concerns (including child abuse and abuse of adults at-risk)
  • Understanding of and commitment to women’s rights and cultural sensitivity.
  • Understanding of and commitment to humanitarian principles and minimum standards for disaster response, including the NGO/Red Cross Code of Conduct, Sphere Standards, Core Humanitarian Standard, ActionAid’s human security in emergencies and conflict strategy and approach, and security and policy procedures.
  • A commitment to the importance of downward accountability to rights-holders and transparency in humanitarian response.
