MISSION CONTEXT

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Five years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of rehabilitative care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

HI is managing a remote humanitarian program from three hubs in Jordan, Lebanon and Turkey, along four main pillars:

  1. Support to health partners (hospitals, care houses, rehabilitation centers, local NGOs) for the provision of comprehensive rehabilitation services (physical rehabilitation, psychosocial support and/or prosthetics and orthotics) through training, technical supervisions and donations of rehabilitation material and/or equipment;

  2. Provision of basic needs kits – Food baskets, Household Essential Items and Hygiene kits – in one-shot distributions to people who experience a sudden degradation of their living conditions due to renewed conflict, displacement and/or exclusion from humanitarian assistance;

  3. Education to the risks and effects caused by conventional weapons (including mines, Explosive Remnants of War and Small Arms Light Weapons) and urgent marking of hazardous areas;

  4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response.

The current intervention is based on a mix of remote management of national teams and remote partnerships with local structures and organisations. HI has implemented some direct management programs in the past and is looking for ways to launch more in the coming months.

OBJECTIVES OF THE POSITION

Under the line management of the Finance Coordinator, the Finance Support Manager will be part of the coordination team based in Amman. He/she will responsible for the consolidation of Syria mission’s financial data, and will support the application of financial procedures on the mission. As such he/she will work in close coordination with the Finance Department of each hubs, and will have to travel on the field to ensure an adequate implementation of HI procedures.

The Finance Support Manager position involves dealing with confidential data and requires utmost integrity.

Note: this Job requires to travel into the area of operations about 50%”.

MAIN RESPONSABILITIES

FIRST: ROLLING FORECASTS

  • Overall:

  • Focal point for the Finance project “Rolling Forecasts” which aims to provide the budget holders of Syria mission with a tool that will allow seeing the expenses and forecasts related to the budget lines/ activities they are responsible of in HI accounting software Navision.

  • Expected outcomes:

  • Complete the detailed timeline of the project (from Design to roll out and monitoring in the Hubs), knowing that we opted for a phased approach (pilot in one hub before full roll out)

  • Identify the key users and all stakeholders to be part of the project (this project is implemented in close relation with the Regional office, the Hubs of Syria mission and potentially the HQ).

  • Organize and lead the advancement meetings with the steering committee (to be identified), showing the progress, the issues and challenges

  • Attend all training and workshop related to the rolling forecasts and disseminate the information to the finance teams of Syria mission. Gather lessons learned from other missions when available.

  • Prepare the set up in the system (parameters) with key users and other supports

  • Coordinate the testing phase with the pilot hub and then with the other Hubs

  • Train all key users and organize refresh training

  • Monitor the implementation

  • Elaborate a Lessons learned document for Syria mission

SECOND: CAPACITY BUILDING FOR FINANCE TEAM

REQUIREMENTS

Education and experience:

Ø University Degree in Finance or Accounting or Master’s degree in Accounting, Finance or Financial Management is an asset.

Ø Must Have a Jordanian Nationality.

Ø Proven knowledge of accountancy and cash policies and process in INGOs

Ø Proven knowledge of financial management of grants from major institutional donors

Ø Knowledge of financing mechanisms - contracts and grants and their relevant terms and conditions

Ø Proven ability to support, coach and encourage high performance in teams

Ø At least 4 years of experience as Admin and/or Finance Manager / Coordinator in a professional organization (private, public and/or non-for-profit sector);

Ø Experience as Finance Coordinator with HI – at least 2 years – knowledge of HI Accountancy system NAVISION

Ø At least 2 years of experience in the humanitarian sector overseas;

Ø Proven experience in project management

Ø Proven training and local capacity building experience

Soft Skills:

Ø Knowledge of English (oral and written) is mandatory;

Ø Strong utilization of Excel (Level 3 or 4 minimum)

We offer
