NRC in North Central America

NRC has had operations in Honduras since 2014, managed from NRC’s Country Office in Bogota. The activities have since expanded to El Salvador, and through partners in Guatemala and Mexico. By the end of 2019, NRC reached its growth limit in Central America under the existing structure. In the meantime, the analysis of the humanitarian situation shows growing needs, with the number of people in need of humanitarian assistance in El Salvador, Guatemala and Honduras now estimated at 5.2 million against 3.5 million in 2016.
Based on the assessment of the humanitarian situation and of NRC’s internal structure, the decision has been taken to establish North Central America (NCA) as a separate country office. The country office will be based in Honduras and also cover activities in El Salvador, Guatemala and Mexico. The initial focus will be on Honduras and El Salvador. In Guatemala, NRC will complete its current projects but will not seek formal establishment in the short term. The establishment in Mexico is planned for 2021 or later depending on the situation.

Job Purpose

The purpose of the Finance Manager is to be responsible that the financial set up is according to NRC standard and to support programme/project implementation.
During the separation process, the Finance Manager position will be part of the team establishing the new systems infrastructure for the Country Office. The Finance Manager will ensure that the financial handbook regulations are in place and that all systems are transitioned from a field office to a country office infrastructure.

The Finance Manager reports to the Country Director.

Duties and responsibilities

  • Ensure that country set up adheres to the Financial Handbook, NRC policies, donor and auditor requirements
  • Implement NRC’s financial systems, routines and procedures
  • Maintain overall budget control and monitor cash flows
  • Management of financial team
  • Training of line managers and staff with financial responsibilities
  • Provide regular analysis and reports
  • Implement anti-corruption policy
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

Qualifications

  • Minimum 3 years of experience from working as a senior Financial Manager in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Solid knowledge of computer software and modern accounting systems
  • Knowledge and skills in cash-based interventions and financial service provider assessments
  • Fluency in Spanish and English, both written and verbal
  • Valid driver’s license
  • Knowledge of Honduras/El Salvador legislation will be an advantage
  • Experience in start-up is an advantage
  • Knowledge in the INGO sector is an advantage
