Background

In 2009, International Medical Corps (IMC) established Health and MHPSS programs for vulnerable Palestinians-including capacity building for service providers and integrating mental health into primary health care services. IMC worked directly with the primary health care system to improve mental health service as well as sensitize the community while improving existing support networks for vulnerable groups. In the aftermath of the 2014 war, IMC implemented emergency response activities in 26 access-restricted areas. Activities included structured PSS activities for children; and capacity-building of community-based organization (CBO) staff on delivering Psychological First Aid (PFA), PSS services, and child protection. Building on previous experience, IMC currently implements a Health intervention in Gaza to help fill some of the existing gaps.

Job Purpose

The position reports to the Head of Mission and Regional Finance Coordinator (dual reporting). The Finance Admin Manager directly oversees all financial, accounting and administrative activities including administration and all finance administrative activities and reporting in the country offices. Supports frontline field finance staff and the country office finance team through direct oversight of all financial mechanisms, finance-related trainings, and financial reporting across the mission. The Director also ensures quality service delivery of supporting financial elements to field- and country-level departments.

Main Responsibilities

  • Ensure compliance with the organization and donor regulations and procedures; establishing finance and supporting function policies, systems and procedures, and directing or performing their development, documentation and implementation
  • Supervise and ensure that the day-to-day accounting operations and financial management functions in field offices are performed in accordance with internal policy and procedure
  • Review and account for procurement transactions to ensure adequate supporting documentation, accuracy of amounts and control over payments
  • Suggests formats for financial reporting to aid financial statement users to better understand the contents of the reports for decision-making and strategic planning purposes
  • Ensures the maintenance of accurate records of financial transactions of the country office (main and field offices) in order to monitor financial status of all project activities
  • Manages the finance department of the country office to meet the financial reporting requirements of in-country management and Headquarters; This function includes ensuring that all financial reports are submitted on or before the deadlines set and contain relevant information for all the users of the financial reports
  • Directs the preparation of all financial reports for external purposes in respect to accounting, legal and contractual requirements
  • Maintains the organizations system of accounts ensuring all accounting data are updated, reconciled and fully supported
  • Oversee training of finance staff and provide technical support to country program and logistics
  • Ensure compliance to local labor laws including contracts, compensation packages and working hours
  • Oversee the recruitment and selection of qualified finance staff, recommend promotions, disciplinary action and termination of finance staff in consultation with supervisors
  • Supervise or prepare budgets
  • Present & facilitate review of actual to budget expenditures with Head of Mission and Program Managers during pipeline meetings
  • Provide recommendations for budget realignments as required
  • Make frequent visits to partners office to provide training to finance staff on internal and donors’ procedures and requirements
  • Maintain frequent communication with Regional Finance Coordinator to ensure finance activities and objectives are communicated
  • Serve as the principal liaison with donors on matters related to finance to ensure fiscal accountability to donors
  • Participate in donor meetings and communicate relevant information to HQ
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps
  • Facilitating the revision of the organizational salary scale benchmarking and revision for IMC.
  • Overseeing the payroll systems and ensuring that time allocation is in accordance to IMC and Donors’ policies. Timely review of the payrolls and approval for salary disbursements.

Qualifications

  • Minimum of a college or university degree in Accounting or Business Administration; preferably a Master’s degree.
  • Minimum 3-5 years managerial experience in a non-profit organization or equivalent experience, training and education
  • Extensive experience in the administrative and financial management of overseas programs at the management level
  • Extensive experience in working with computerized accounting systems, preferably Cost Point
  • Experience designing training and mentoring programs focusing on capacity-building and knowledge transfer
  • Comprehensive knowledge and working experience with various donors (USAID, EU, DfID and other donors)
  • Experience in developing and managing procurement and logistical procedures and policies
  • Skills and knowledge in program sustainability and public-private partnerships and project monitoring and evaluation (both quantitative and qualitative methods)
  • Strong writing and presentation skills
  • Proven capabilities in leadership required
  • Strong negotiation, interpersonal and organization skills
