Vice Presidency for Corporate Strategy and Resources (CSTVP) integrates Budget and Business Administration, Corporate Strategy, HR, Information and Technology functions under one umbrella to enable execution of IFC's management and operational needs in the best way, bridging corporate strategy and delivery.

IFC's Budget & Administration Department (CBA) is part of the Corporate Strategy and Resources Vice Presidency and plays a significant role in achieving IFC's mission. Department responsibilities include business strategy formulation, budgeting, investment support, reporting & analytics, administration, procurement, facilities management and global security among others. CBA has the mandate to connect the dots across the organization and bring insight and consistency to IFC's resource management.

The Finance Unit (CBAAP) for the Asia Pacific Region (CAP) is responsible for work program planning, budgeting, financial reporting and resource management for all offices in the CAP Region. Overall, CBAAP maintains cost efficiency and effective controls over all financial transactions and provides support for effective management of resources

Within the CBAAP unit, CBA is seeking a Finance Analyst for the Asia Pacific (CAP) region. The role provides analytical support to CAP Management and reports to the CAP Finance Officer in charge of the Singapore and Thailand offices.

The position will be located in the CAP Regional hub in Singapore and will be locally recruited. Some travel within the region may be required.

Role & Responsibilities:

1. Country Office Accounting for Singapore:

  • Provide day to day guidance to country office staff on finance process. Ensure WB/IFC accounting and administrative policies and procedures are communicated and followed by staff.
  • Work together with IBRD on managing the Singapore Government subsidy. Monitor the subsidy is correctly booked to related business units. Work with auditor on subsidy audit.
  • Work closely with Singapore Hub Manager and the regional team on country office budget formulation; Help monitor and prepare the monthly report related to Singapore Office. Monitoring budget availability; analyzing budget variances.
  • Implement and maintain adequate financial control systems over the Singapore Office financial transactions and business operations, including review of effectiveness of the internal control systems and monitoring;
  • Work with Singapore Country Manager to ensure a strong control environment in the office, providing advice on control issues.
  • Ensure that audit, quality assurance review and IRI recommendations are implemented;
  • Keep track of administrative expenses (consultant requests, procurement and contractual services), which require approval in SAP. Monitoring expenditure and charge backs.
  • Managing and monitoring cost sharing of Singapore Office between WBG entities, and work closely with CBA facilities on lease, fit out, rehabilitation and WBG MoU exercise.

2. Resource Management (including staffing, developmental assignments and mobility benefits):

  • Work as part of the CBAAP team across hub offices to strengthen control environment in the office and ensure consistent practices and processes are followed
  • For relevant positions, work with HR and CBA industry support teams to ensure actual staff records and planned positions in PeopleSoft have correct and updated budget information including funding sources and follow governance on staff recruitment / movement processes.
  • Prepare financial planning form for staff on Developmental Assignments (DA)/Short Term Assignments (STA) and guide staff on payment/ reimbursement requests for DA and STA allowances & check that payment requests are in accordance with policy.
  • Monitor World Bank Group travel policy compliance within Singapore, lead on expenditure review actions and follow-up.
  • Implement and maintain adequate financial control systems over the financial transactions and business operations, including periodic review of expenses and monitoring of non-eligible expenses for reposting to appropriate sources of funds.

3. Financial Reports, Analytics and Business Intelligence:

  • Collaborate with CBAAP Finance Team in hub offices to follow consistent corporate level best practices and guidelines in reporting analytics, forecasting and business intelligence.
  • Support the Finance Officer to prepare monthly total resources and budget reports for Country Managers and Directors
  • Prepare monthly forecast on as needed, integrating all source of funds, and update systems.
  • Work closely with Facilities department to on office ecology and other analytics.
  • Prepare ad-hoc analysis as requested or proactively as may deem useful to clients.
  • Be a member of CBAAP Finance team and contribute to HQ/Regional initiatives.

Selection Criteria

  • Bachelor degree in Accounting or Finance with at least 2 to 5 years of working experience.
  • Recognized professional accreditation (CPA, CMA, CIMA, ACCA, etc.) OR Masters degree is a plus.
  • Sound knowledge and understanding of accounting theory, concepts and principles, financial accounting reporting, and cost allocations.
  • Diligence and attention to details.
  • Working knowledge of Imprest Accounting related SAP processes and transactions.
  • Planning and budgeting skills proved by experience: able to produce standard activity and unit-level reports and budgets using inputs from senior staff or operational management, and to provide basic analysis of budget information.
  • Advanced problem solving, analytical skills.
  • Ability to analyze and synthesize information, interpret data, retrieve information and clearly and concisely communicate results. Good data mining skills with working knowledge of Microsoft Package. Advanced Excel skills.
  • Effective communication skills with the ability to prepare, present and discuss findings in written or oral form.
  • Ability to manage multiple, concurrent tasks with tight deadlines.
  • Excellent interpersonal, teamwork and communication skills.
  • Shows respect and consideration for different cultures in all communications and interactions with clients and staff.
  • Good knowledge of English.
