Context:

Under the direct daily administrative supervision of the Chief of Mission (CoM)/Regional Response Coordinator, and the operational supervision and managerial responsibility of the Regional Field Security Officer (RFSO) at the Regional Office (RO) in Brussels, and in close collaboration with the Head of the Staff Security Unit (SSU) at Headquarters (HQ), the successful candidate will oversee the security and safety matters directly or indirectly related to all IOM personnel and assets under the specific circumstances provided by the security situation in Greece. S/he will supervise the Country Office’s security unit and in coordination with the RFSO, plan, coordinate and implement appropriate safety and security management procedures that will effectively address staff safety and the protection of IOM assets and locations as part of in-country programme implementation, while ensuring secure and safe IOM operations in Greece.

Core Functions / Responsibilities:

  1. Collaborate, coordinate and strengthen relationships with other international organizations, government counterparts and partner security services, and UN agencies in country, and ensure appropriate lines of communications relating to all aspects of staff security and safety are established and well maintained.

  2. Monitor the security situation in Greece and provide accurate and up to date assessments of the security risks of all IOM premises in the country, indicating the identified threats and providing recommendations to the CoM.

  3. Implement IOM security-related strategies, policies and SOPs, and recommend a concrete course of action for issues or gaps.

  4. Establish a regular schedule of visits to all IOM operational areas and locations and, where appropriate, provide improvement recommendations and action plans to the CoM, in coordination with the RFSO, to address security issues relating to programme/project delivery in those areas and locations.

  5. Assist in CO specific security training activities, seminars, briefings and staff participation. Ensure that security training is carried out professionally and in accordance with IOM and UNDSS training standards.

  6. Provide safety/security briefings for IOM staff deployed to and travelling within Greece, and coordinate all travel security for the CO relating to all IOM operations, including assessments of road, air and river transport networks, medical evacuations and international staff travel within and from/to Athens, Greece.

  7. Prepare periodic informative, assessment related and statistical reports, briefings, background summaries and statistical analysis as directed by the CoM and RFSO including assisting in the implementation of the CO’s Business Continuity Plan (BCP), and update the BCP with security information as required.

  8. In coordination with the RFSO, implement and report issues with office, sub office, and camp administration centers etc. security plans.

  9. Supervise local security assistants to ensure the appropriate level of staff safety and security awareness.

  10. Closely monitor and report on deployment numbers (staff ceilings) established for the CO by the UN Designated Official (DO) during emergencies, in close coordination with the Security Management Team (SMT) and UNDSS.

  11. Test the implementation of IOM-specific emergency communications system (SCAAN) to check if it is functional, effective and addresses the mission/program requirements. This includes actively monitoring the SCAAN dashboard and posting relevant in-country security advisories in a timely manner in coordination with the RFSO.

  12. Report security matters immediately to the CoM and the RFSO and follow-up as required.

  13. In close coordination with the CoM and the RFSO, conduct preliminary enquiries in respect to security breaches/incidents in Greece.

  14. Perform such other duties as maybe assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Security Management/Social Sciences, Law, Disaster Management, International Studies, Communications or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Relevant professional experience working in security management, security risk management, at an international level;

• Previous experience in UN Missions, International Peacekeeping or Emergency Missions;

• Experience in planning and execution of security measures in UN agencies or organizations is highly desirable;

• Passing the UN Security Certification Programme (SCP) is highly desirable;

• Previous experience in dealing with law enforcement agencies an advantage;

• Proven ability to collaborate with senior military/police and government counterparts is an advantage;

• Experience working in hardship duty stations and having previous training in hostage incident management scenarios would be an advantage;

• SSAFE TOT or other official UN TOT certification would be an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Greek, French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
