The US Department of Defense Center for Excellence in Disaster Management and Humanitarian Assistance is based in Honolulu, Hawaii with a global mission to train and build capacity in the field of international humanitarian assistance and humanitarian civil-military coordination. The Center’s all-civilian team works closely with UN agencies, ICRC and IFRC, and INGOs to enhance the militaries and civilian government agencies' understanding of their role in supporting humanitarian action in natural and man-made disasters.

Support the Center for Excellence in Disaster Management and Humanitarian Assistance providing humanitarian assistance and civil-military coordination subject matter expertise to global military and civilian organizations. Specifically, the applicant will provide operational planning, curriculum development, training course instruction, senior leadership briefings, liaison, humanitarian analysis, and facilitation expertise. Program activities will include conducting civil-military training courses, multinational and bilateral conferences, workshops, and exercises, and real-world operational advising. Candidates will be considered for both full-time positions based at the Center in Hawaii as well as part-time, remote-based work. For full-time staff based in Hawaii international travel is approximately 30-40%. Competitive salary and benefits for full-time staff.

RESPONSIBILITIES AND DUTIES:

· Provide relevant expertise on humanitarian assistance and civil-military coordination in a wide range of military operations to civilian and military organizations.

· Deliver high-quality training instruction and presentations to military and civilian organizations.

· Draft analysis, correspondence, planning documents, after-action reviews, and other professional white papers and articles as required.

· Contribute to operational case studies and the collection of good practices in regard to humanitarian assistance and civil-military coordination.

· Cultivate existing and new partnerships and identify opportunities for collaboration with new stakeholders relevant to the mission.

· Support development of training curriculum to meet identified training gaps/requirements.

· Lead or assist in planning, coordinating, and facilitating multiple events each year.

· Assist in the planning, coordination, and execution of military exercises.

· Provide humanitarian assistance and civil-military coordination planning and operational support during real-world crises.

· Assist in capturing lessons learned and best practices from real-world operations.

· Understand, monitor, and remain current on geo-political developments impacting humanitarian crises globally, with a primary focus on the Asia-Pacific region.

· Review and provide recommendations regarding content

· Participate in relevant international or local conferences.

· Support cross-branch CFE-DM initiatives and projects as required.

EDUCATION REQUIREMENTS:

· BA/BS (minimum) required. Masters preferred.

Minimum Job Requirements:

· 5 years of field experience conducting and/or supporting humanitarian assistance and civil-military coordination in responses to international humanitarian crises.

· Experience in developing and delivering presentations for military and/or civilian audiences.

· Experience advising and briefing senior leaders in the military and/or civilian organizations.

· Experience working with United Nations agencies, international non-governmental organizations (INGOs), ICRC and/or IFRC, and/or donor agencies.

· Experience designing, conducting and evaluating training

· Must be able to speak, read, and write in the English Language fluently

· The successful candidate must be able to obtain a Secret level Security Clearance.

Physical Requirements:

· Must be physically able to travel 30% - 40% of the time.

Salary will be determined based upon current experience and relevance to the position.
