Summary

This position is responsible for the managing and execution of department systems and operations, effectively and efficiently, to achieve maximum results for children. The role provides oversight and guidance for department budgeting, award management, strategic planning and reporting. It is also responsible for maintaining clear communications within the department ensuring everyone is updated as needed on activities related to International Programs well as other divisions within SCUS, members and SCI. The Director will strengthen department financial management in coordination with the Associate Vice President and senior directors to create transparency across teams, ensuring strategic allocation of resources. This position works across all teams within the department to ensure quality and efficient support is provided to all donor funded projects (both public and private). The position is responsible for oversight for all of the Department of Education and Child Protection’s funding, ensuring donor compliance, timely programming and spending, mitigating risks were possible, and flagging potential risks to senior leadership when appropriate. The Director will work across the agency to define best practices around financial management and award management for the department and international programs. The position also represents the department internally and Save the Children externally when appropriate.

What You’ll Be Doing (Essential Duties)

Department Financial Oversight (35%)

  • Oversee the education and child protection department budget in coordination with the AVP and Senior Directors in order to achieve maximum leverage for existing funds
  • Work with department leaders to ensure budget and department workplans are aligned
  • Provide direction for both Home Office and SCI budgeting, establish and maintain standards for consistency and clarity for allocation of more flexible resources
  • Create forward looking projections for department to inform decisions on long term /staffing and fundraising activities
  • Supervise the Associate Director for Budget Management, who is responsible for the day-to-day financial management of specific funding sources, and provides input and support for overall departmental budget, and supervises department financial coordinator who initiatives all payment processing for the department.
  • Supervise Sr. Awards managers responsible for ensuring donor compliance and successful implementation of all awards within the departments portfolio (low to high risk, public and privately funded) from opportunity to closeout

DECP Portfolio Management (20%)

  • Oversee overall DECP processes related to budget allocations, monitoring of award budget versus actual expenditures to ensure expense charges are allowable, allocable and reasonable; ensure any errors are corrected
  • Oversight of the Undesignated budget and ensuring equity of budget allocation across department for key activities, making Undesignated budget projections and maintaining a balanced undesignated allocation budget.
  • Provide oversight and guidance over all of the DECP financial portfolio to ensure organizational and donor compliance, ensuring that all awards are implemented per Save the Children guidelines.
  • Provide leadership to the Awards management team within DECP by monitoring of award implementation, reporting and procurements to ensure compliance, completion and the application of best practices and that the AM team has the tools and resources necessary for success.
  • Oversight over SCUS KPIs for the department by ensuring that the AM team is working to meet KPI’s including FS activation, understand report ratings, and timely close out.
  • Represent DECP’s award management and finance efforts on SC agency and movement related projects such as PPM Prime, Cost Allocation Methodology, AMS re-platforming, affiliate member transitions, and Technical Experts/Technical Assistance
  • Develop and provide portfolio level risk analysis to DECP SMT on a regular basis, highlighting both successes and challenges within the portfolio and oversight on spending rate across portfolio for both SCUS and SCI

Proposal Development Coordination (15%)

  • Work closely with the DECP NBD team and the Portfolio Growth and Performance team to define New Raise projections for the Education and CP Business Teams
  • Review and validate portfolio risk ratings for consistency across the two BTs and within IP. In collaboration with the NBD lead, ensure the Go/No Go decision process is standardized across the department so resources are properly prioritized, including technical support, costing and AM staff for both public and private-funded proposals.
  • Serve as a liaison with Resource Development and PGP helping to guide proposals and proposal support

Department leadership, operational and strategic administration (30%)

Required Qualifications

  • Minimum 7-10 years' operational/management experience in development and/or emergency contexts
  • Bachelor’s degree or equivalent relevant experience required.
  • Strong level of technical and managerial knowledge, skills, and experience to lead a team of highly qualified members in the management of complex financial portfolios
  • Strong familiarity with USG funding rules and regulations
  • Experience managing large and complex donor-funded grants and awards portfolios
  • Strong decision making, presentation skills and ability to influence staff and senior leadership
  • Strong interpersonal skills and ability to interact at all levels including senior leadership
  • Proven ability to think and act strategically and collaboratively and approach projects from an organizational perspective
  • Ability to work and think globally and develop diverse relationships with colleagues and counterparts
  • Ability to identify, attract, develop and retain high-quality staff
  • Must be willing and able to travel domestically or internationally up to 10%
