Setting and ReportingThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Through the resolution “End plastic pollution: Towards an international legally binding instrument” (UNEP/EA5/L23/REV.1), the United Nations Environment Assembly requested to convene an Intergovernmental Negotiating Committee (INC), commencing its work during second half of 2022, with the ambition of completing its work by the end of 2024. The resolution established that the INC should develop an international legally binding instrument on plastic pollution, including in the marine environment, which could include both binding and voluntary approaches, based on a comprehensive approach that addresses the full lifecycle of plastic, taking into account among other things, the principles of the Rio Declaration on Environment and Development, as well as national circumstances and capabilities, including provisions. The position is located at UNEP/INC in the Nairobi duty station. Under the direct supervision of the Executive Secretary, the incumbent will be responsible for the following duties: Responsibilities1. Assist in framing the strategic priorities and programme of work of the INC Secretariat • Supports the Executive Secretary in promoting a culture of results by coordinating the implementation of the Secretariat’s programme of work • Represents the Executive Secretary at international, regional and national meetings and provides programmatic/substantive expertise on an issue or holds discussions with representatives of other institutions Assists the Executive Secretariat in preparing the work plan of the Secretariat, determining priorities, and allocating resources for the completion of outputs and their timely delivery. • Oversees the day-to-day management of activities undertaken by the Secretariat, ensures that programmed activities are carried out in a timely fashion. • Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the INC Secretariat, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (e-PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting. • Supports the Executive Secretary in staff recruitment, taking due account of gender and geographical balance • Manages, guides, develops and trains staff under her/his supervision. • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need. 2. Assisting in servicing the sessions of the INC Secretariat • Manages the coordination of technical and substantive input to the INC process, inter alia, in the preparation of the documentation ahead of all sessions related to the INC. • Coordinate cross-organizational task team “Circle of Excellence”: Responsible for drafting and advising on meeting documents, provide technical and scientific support and inputs as relevant, provide support to Contact or Informal Groups as necessary. • Support the provision of substantive inputs, in particular, science, legal and cross-disciplinary knowledge to the process. • Co-ordinates the preparation of documentation for meetings related to the INC. Ensure full and accurate coverage of the sessions by report-writers, resulting in meeting reports that accurately reflect the deliberations and decisions taken. • Coordinate with the Administrative Officer, to specify meeting requirements including rooms, interpretation and other facilities necessary for the effective running of the meetings, guide Conference Services during the meetings as to the allocation of rooms to the Members and other participants for their deliberations in the various groups and subgroups. 3. Monitoring activities of the Secretariat • Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels. • Directs research and programme evaluation and presents information gathered from diverse sources. • Coordinates policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies, • Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, etc. • Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities. • Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • The ability to analyze and interpret data in support of decision-making and convey resulting information to management. • May perform other duties as required. EducationAn advanced university degree (Master’s or Doctorate degree, or equivalent) in business administration, management, law, economics or a related field. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Experience in providing policy advice or technical cooperation services to government authorities at regional or international levels is desirable. Experience with UN system, governmental or non-governmental institutions implementing projects/programmes addressing plastic pollution is desirable.
