About Changing the Way We Care
Changing the Way We Care is a global initiative designed to promote safe, nurturing family care for children reintegrating from residential institutions and children at risk of child-family separation. CTWWC has three main components: (1) Governments promote family care through improvement and uptake of policies, investment in social service staff and the systems that serve vulnerable children and families; (2) Children stay in or return to families through family strengthening; and (3) Family care is promoted globally, through global, regional and national advocacy to advance policies, best practices and redirection of resources, increasing the demand from other countries to support family care. CTWWC was formally launched in October 2018 by Catholic Relief Services (CRS), Maestral International, and Lumos Foundation, using funding from a Global Development Alliance that includes the MacArthur Found ation, USAID, and the GHR Foundation.

Since the mid-2000s and with support from international donors, the Government of Moldova (GoM) has been working on a major program of child protection and care reform coupled with education system reform and decentralization. From 2007 to 2017, the number of children in institutions in Moldova dropped from 11,500 living in 67 institutions to less than 800 in 19 institutions. Many of the children remaining in institutions have complex disabilities, and the services needed to ensure that they can return to families have yet to be fully developed. More work is needed to scale up and adapt new models for complex cases, and to keep more children from entering the system.

Job Background/Summary
This position is a ten-month position to design, launch, and enable a collective impact approach for care reform in Moldova, with the intention to implement the balance of the five-year program. As Deputy Chief of Party I, you will have an opportunity to co-lead the re-establishment of a CRS country office and to apply CRS’ partnership principles in a dynamic learning environment. Your primary responsibility will be the design, start-up, and management of all operations functions in a new CRS program office. Those functions include HR, finance, procurement, IT, and administration. A major part of that work will be establishing new relationships with local and international subsidiaries in ways that promote subsidiarity but provide appropriate levels of risk mitigation especially for compliance, safeguarding, internal control.

Specific Responsibilities
* Support Operations startup
a. Manage the legal requirements of CRS/MD registration
b. Lead set up of all operations functions for the CRS/Moldova program (HR, Finance, procurement, IT, administration). That includes designing and documenting systems of planning, allocating, applying, and reporting on resource use.
c. Provide advice on partner relationships based on operations considerations and establish sub agreements and MOUs as directed by the COP
d. Manage vendors and if/as appropriate transition to CRS staff status.
* Manage CRS/MD Operations
a. Act as a member of the senior leadership team of CTWWC/MD, including participation in strategy development and management decisions.
b. Effectively recruit, manage, and develop/enable the capacity of operations – and indirectly all CRS/MD- staff. Promote learning about operations topics among all CTWWC/MD staff.
c. Manage financial and material resources in cost effective ways, including through the promotion of internal control. Model stewardship of resources. On an interim basis, fill operational roles including relative to financial systems, HR functions, and administration.
d. Oversee compliance with CRS and donor requirements and local laws and regulations through periodic systems checks, review and assessment of country program operations policies and procedures. Act as lead contact and responder to issues that emerge from internal and external audits and provide recommendations and guidance to implement improvements.
* Manage operations aspects of local implementing partner relationships
a. Coordinate due diligence procedures as required, including signing off on partner reviews and improvement plans
b. Ensure the timely, accurate budgeting/forecasting and reporting of resource use by subrecipients, and consolidation and analysis of plans and reports for CTWWC/HQ and others.
c. Using the results of operations assessments, identify common issues requiring improvement based on compliance and control standards. Provide structured and on-job training to partner staff and evaluate and improve learning programs.

Basic Qualifications
* Master’s degree in International Development, International Relations or a relevant technical area.
* 5 years’ relevant management and technical experience.
* 3 years experience managing donor funds. Knowledge and experience in budget management.
* Recognized technical experience and qualifications in operations
* Demonstrated experience of successful management, including management of functions of complex, multi-activity projects.

Required Languages - Excellent oral and written English communication skills. Romanian preferred.
Travel - Must be willing and able to travel up to 40%.
