Role: Deputy Chief of Party, China AET

Location: Chengdu

Purpose: The Deputy Chief of Party (DCOP) will support strategic leadership and provide technical oversight of the AET program, to ensure effective implementation of biodiversity conservation and natural resource management improvement. The DCOP will oversee discreet strategies for target geographies and coordinate development of key USAID technical deliverables. The position is based in Chengdu and will involve regular travel to field sites.

Essential Responsibilities:

  • Coordinate with the Chief of Party in management of the technical components, providing programmatic leadership and overseeing the strategic planning of activities in support of the project goals and objectives, including the determination of project priorities and appropriate technical initiatives
  • Serve as Acting Chief of Party when Chief of Party is out-of-country
  • Supervise the technical program team staff
  • Provide technical leadership to project in areas of livelihoods and natural resource management
  • Ensure results-oriented technical components and high-quality and timely deliverables and reports, focusing on coordination between technical areas
  • Advise COP on technical issues and participate in relevant advisory and/or working groups with counterparts, partner institutions, relevant PRC entities and all other local stakeholders
  • Represent the project in public and professional settings through meetings, conferences, and presentations
  • Develop the technical work plans and budget
  • Coordinate activities with other agencies and closely collaborate with key staff on implementing activities
  • Ensure technical compliance with USAID rules and regulations
  • Focus on achieving results in a timely and cost effective fashion
  • Maintain positive relationships with USAID, government officials, partners, and implementing partners

QUALIFICATIONS AND EXPERIENCE:

Education:

  • A minimum of a Master's Degree (or foreign equivalent) in international development, public/business administration, international relations, environmental management, forestry, business, vocational education or other social sciences or a similar relevant field (a bachelor's degree and at least 15 years' experience may be substituted)

Work Experience:

  • At least 10 years of experience in donor-funded project management
  • At least 10 years of experience in China with technical and/or operational issues
  • At least 5 years' experience in senior management, either as COP, DCOP, or comparable leadership role
  • Technical experience related to resource management, biodiversity, or related issues
  • Experience developing annual work plans
  • Experience managing projects for USAID is strongly preferred
  • Demonstrated experience coordinating with national level government ministries and ability to foster and maintain good working relationships with senior officials

Skills:

  • Oral and written communication skills in Mandarin and Tibetan dialects
  • Knowledge of English preferred
  • Sound knowledge of international donor project management, particularly USAID regulations
  • Excellent partner management and stakeholder coordination skills
  • Computer literate in word processing, spreadsheet, and presentation software (Microsoft)
  • Demonstrated competence in negotiation and communication
  • Proven expertise in delivering technical presentations preferred

  • 以不同技术领域间的协调配合为重点,确保技术活动以结果为导向,高效及时、高质量的完成产出和报告;
  • 就技术问题向项目主任提出建议,并参加由温洛克和合作方、合作机构、中国有关部门及其他项目相关者共同组成的各类顾问指导小组或工作组的工作;
  • 代表项目参加各种公众和专业场合的会议、研讨会、以及发言;
  • 编制技术工作计划与预算;
  • 协调其他机构参与的项目活动,以及密切跟进主要项目员工开展的项目活动;
  • 确保技术领域的活动符合美发署赠款规则与规定;
  • 将工作重点放在以结果为导向,并确保准时、高效、低成本的工作方式;
  • 与美发署、相关政府官员、合作伙伴及项目活动实施单位保持良好关系。

任职资格与经历

教育

  • 至少取得国际发展、公共/工商管理、国际关系、环境管理、林业、商务、职业教育或其他社科学或类似学科领域的硕士学位(含外国同等学历)(获得学士学位且有至少15年相关经历的人士也视同合格)

工作经历与经验

  • 至少10年捐助人资助项目的管理经验;
  • 至少10年在中国从事技术管理或机构营运的经验;
  • 至少5年高管任职经历,如:担任项目主任、副主任或同级别职务;
  • 自然资源管理、生物多样性或类似领域的技术管理经历;
  • 编制年度工作计划的经验;
  • 有美发署资助项目的管理经验更佳;
  • 与国家相关部委进行协调与合作的经历,以及与资深官员建立并维持良好工作关系的能力;

技能

  • 会说普通话和藏语且能用两种文字与人沟通交流;
  • 懂英语更佳;
  • 熟悉国际捐助人资助项目管理知识,尤其是美发署资助规定;
  • 擅长管理和协调与合作伙伴和其他与项目相关者的关系;
  • 会使用电脑文字处理、电子表和演示软件(微软工具);
  • 熟练掌握与人商谈和沟通的技能;
  • 具有可证实的技术内容演示的技能更佳。
