Handicap International is changing his name and becomes « Humanity & Inclusion ». HI, Humanity & Inclusion is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

JOB CONTEXT:

The Latin America Regional program is currently under construction and will be hosted by Colombia with affiliated programs (Cuba, Andean program gathering Bolivia, Peru and Paraguay with on-going activities and Ecuador without any presence yet). The regional program has been deploying since January 2020.

In the region HI’s activities on mine action, physical rehabilitation, psychosocial support, socio economic inclusion livelihoods, protection, inclusive disaster risk reduction, and inclusive humanitarian action. Moreover, the organization strives to empower people with disabilities in the design and implementation of public policies.

YOUR MISSION:

Reporting to the Regional Director - Latin America Program, the Country Manager contributes to the implementation of Humanity & Inclusion’s mandate and 10-year strategy within his/her geographical scope. He/she ensures the optimal quality and impact of the projects implemented in his/her country by means of a delegation system with appropriate control mechanisms. With all HI Directors and through paradigm changes, he/she shares responsibility for the sound management and effective functioning of the global organization.

As Country Manager, you will be the legal representative in the country for the whole of HI, both internally and externally, and promotes the excellent reputation and positive image of HI.

  • You are responsible for developing and implementing the project part of the Regional Programme operational strategy for the country in which you are based
  • You contribute to organisational transformation in line with the Simplification, Shared Services and projects. In the event of an emergency, you take responsibility in accordance with the response framework defined.
  • Under the guidance of the Technical Unit, regional MEAL and Support Service managers, and deploying all appropriate tools, you ensure the monitoring of operations in the country, as well as financial control, compliance with HI policies and frameworks (in particular HI Project Monitoring & Evaluation policy) and respect of contractual engagements towards donors.
  • You actively monitor and analyse developments in the context in your geographical area in order to identify risks and opportunities, and propose actions to the Regional Director.

YOUR PROFILE :

· You hold a Master Degree in social sciences, public health, humanitarian action, project management, or other relevant field

· You have at least 5 years of professional experience in managing humanitarian projects

· You have experience in emergency contexts and unsecure environment

· You have excellent communication skills in Spanish and either French or English, oral and written

· You show excellent managerial capacities

· You are well organized, flexible, motivated, and able to work under pressure

CHARACTERISTICS OF THE POSITION:

In the context of Coronavirus, all expatriate staff are working in remote management from their home country and there is not yet visibility on the date when return to the field will be possible.

The situation is being followed to understand when a return could be possible, also linked to international movements possibilities, but should the situation lasts too long, a possible phase of remote management from Bogota is under discussion.

CONDITIONS:

· Starting date : September 2020

· Length of the contract: 3 years**

· Employee status, according to experience :

Employee:

  • Salary from 2986 € gross/month regarding the experience of the candidate

  • Perdiem : 436 net/month

  • Hardship allowance : 250 net/month

  • Insurances : medical hearth coverage, retirement planning, repatriation

  • Paid holiday : 25 days per year

  • R&R : Level 2 : 5 days every 3 months

  • Status : position open to unaccompanied

  • Housing : Collective taken in charge by HI
