Introduction

Immunization remains a key public health programme whose focus is to prevent and control vaccine preventable diseases. At vaccination health posts, immunization data is recorded, summarized every month and shared with the sub-counties. Strengthening of evidence generation for immunization programs is one of the core component of immunization programme. Immunization data is analyzed to inform public health action such as forecasting of vaccines, determining coverages, identifying poorly performing areas for support, predicting outbreaks and allocation of resources.
Availability of quality data is important to inform policy direction and operations. Quality, timely and complete data is key to informing program decisions. WHO is supporting Ministry of Health Immunization Program to develop and implement Data Quality Improvement Plan (DQIP). The DQIP will serve as a strategic document to drive improvements in the immunization data system - the people, processes, tools, rules, procedures for effective data collection, data management and data use for the immunization system.

WHO is currently supporting the Ministry of Health in Kenya to develop and cost a Data Quality Improvement Plan that will run in the next 5 years. The plan will be implemented alongside the Kenya Immunization Strategic Plan.
WHO is therefore seeking a qualified candidate to provide technical support to Ministry of Health Immunization program to develop the five year Kenya DQIP.

Tasks of the consultant
 Conduct literature review available at WHO, MoH and other documents e.g. policies, manuals, guidelines with an aim of aligning the DQIP agenda to the recommended practices WHO and MoH.
 Coordinate with the MoH and other partners to ensure timely completion of the DQIP. This shall include convening of meetings (virtual), consolidation of documents to be used in discussion, outlining of agendas.
 To support NVIP to finalize ongoing data desk review and literature review
 To support MOH to conclude the t health information system assessment
 To coordinate data collection from the counties or any field work that may need to be carried out
 Provide technical assistance to MoH immunization program to prioritize areas for data improvement based on findings of desk review and systems assessment
 To coordinate with MoH and partners to ensure that the DQIP documentation is completed
 To cost the prioritized activities in collaboration with MoH, WHO Kenya and WHO-IST for 5 year period.
 To draft the DQIP

Requirements/Qualifications
Academic:
 A consultant with first degree in in Health Information Systems Management or M and E, Information Management, Statistics, Business Information Technology or health sciences
 A Masters degree in health information or statistics or monitoring & evaluation is desired
Experience
Required
 At least five years’ experience working with health information system or health data strengthening activities
 At least 5 years’ experience in development of short term or medium term plans relating to health information system or monitoring and evaluation or information management or data governance.
 Desired:
 Experience in immunization/surveillance programme
 Experience working with counties
 Working WHO or international organization
 Skills: Evidence of excellent writing proficiency, interpersonal skills
Timelines
The consultancy is expected to last for six weeks and the consultancy is expected to commence on 03 August to 11 September 2020.
Administrative arrangements
The consultant will work and collaborate on a day-to-day basis with NVIP, DDSR and HIS division. The consultant will enter into contractual agreement with World Health Organization (WHO) Kenya country office and will report to WHO FRH Cluster Lead and WHO Country Representative for both technical and administrative requirements.
