Context:

Under the overall supervision of the Head of Sub-Office in Cotabato, and under the direct supervision of Project Manager/Head of Satellite Office in Marawi, the successful candidate will support the “Driving Marawi’s Rehabilitation through IDP Support, Community Development and Peaceful Transitional Action” project in Marawi City, Lanao del Sur, and other IOM programming in neighbouring provinces, in line with IOM policies, standards and commitments. The main objective of this consultancy is to develop a context-specific ‘Mental Health Psychosocial Support (MHPSS) Training Manual’ and train local-level PSS focal points, who will facilitate cascade trainings for community stakeholders on peer support techniques and referral mechanisms.

Core Functions / Responsibilities:

  1. Design, plan and conduct needs assessments and gap analysis, employing Key Informant Interviews (KIIs) and Focus Group Discussion (FGDs), for MHPSS response at municipal and community level across 72 accessible barangays in Marawi City.
  2. Train enumerators to ensure the best quality for data collection and production of a sufficient baseline.
  3. Analyze the data from assessments, interviews, discussions and evaluations, draft related dashboards and reports, and present the findings.
  4. Undertake research and analysis of available MHPSS documents, training modules and training materials, including existing global, IOM and WHO training manuals, existing structural and functional MHPSS system at national, regional and community levels, relevant national and international legislation and policies, regulations and strategies.
  5. Carry out a stakeholder analysis to bring out the roles and responsibilities of key players and institutes providing MHPSS and counselling to the affected populations in target areas. Ensure regular consultations and updates with each one of them throughout the consultancy timeframe.
  6. Carry out a gap analysis to identify gaps in existing MHPSS trainings, referral mechanisms and approaches; map out the issues and identify the priorities in line with the objectives of the project. This should include consultations and meetings with key informants and relevant stakeholders such as the government, UN, INGOs and CSOs.
  7. Develop a PSS training manual in line with the objectives of the project.
  8. Test the training manual developed in a controlled environment/space and revise the content as needed.
  9. Coordinate and facilitate PSS Training of Trainers (ToT) for existing/new PSS focal points in 72 accessible barangays in Marawi City and relevant IOM staff, using the training manual developed.
  10. Develop and implement pre- and post-training evaluation and impact assessment tools.
  11. Identify the gaps related to MHPSS response in the target areas and neighbouring provinces and provide recommendations on possible MHPSS response and social cohesion activities and indicators for strategic planning.
  12. Train relevant IOM staff on peer support and basic MHPSS techniques.
  13. Produce an inception report, training report and one-pager for strategic MHPSS response planning in line with the timeline of the assignment.
  14. Undertake official duty travels to support the team and other colleagues, as required.
  15. Perform such other duties as may be assigned.

Tangible and Measurable Outputs of the Work Assignment

  • Prepare and submit an inception report, including 1) proposed timeline, methodologies, tools and questionnaires for assessments; 2) desk review and analysis of existing training materials, legislation, regulations and strategies; 3) stakeholder analysis; 4) gap analysis; 5) baseline to map out the issues and identify the priorities in line with the objectives of the project.
  • Develop a comprehensive psychosocial support training manual and facilitators guide with training curriculum in English. The manual must include independent modules (for both trainings and ToTs) to be taught in 1 to 5 days training tentatively, sample documents to be used by trained MHPSS focal points and practical examples. The document should take into consideration existing IOM and global tools and reference materials in this area. The modules for ToTs should target Barangay Health Workers or other Health Professionals and individuals with relevant background. The training curriculum should instead target 1) community representatives and leaders, 2) religious leaders and 3) non-specialized health workers; 4) teachers; 5) other relevant community stakeholders.
  • Prepare and submit a final report, including 1) summary of training; 2) pre- and post-training evaluations; 3) output and outcome evaluation; 4) recommendations on possible MHPSS response and social cohesion activities and indicators for strategic planning; 5) Developed training modules.

  • Satisfactory completion of tasks specified in the ToR based on supervisors’ performance evaluation.
  • Planning, organization and timeliness for managing and delivering outputs.
  • Quality of data and information collected and analyzed, quality of reports and training manuals developed.
  • Satisfactory organization of various trainings, including enumerator training and PSS ToT

Required Qualifications and Experience

Education

  • Master’s degree in Psychology, Psychiatry, Sociology, Social Work, Education or a related field from an accredited academic institution with five years of relevant professional experience; Or,
  • Bachelor’s degree in Psychology, Psychiatry, Sociology, Social Work, Education or a related field from an accredited academic institution with seven years of relevant professional experience.

Experience

  • Sound knowledge and demonstrated capacity in conducting assessments, scoping exercises, developing training packages and delivering trainings;
  • Field experience in community-based psychosocial support programmes in migrants, refugees and IDP settings, a distinctive asset;
  • Extensive knowledge of the national, regional and international legal frameworks pertaining to migration in a broad definition and particularly with regards to PSS;
  • Experience working in the area of MHPSS with UN and/or NGOs, preferred;
  • Solid understanding of migration issues in the Philippines and in-depth knowledge of conflict context in Mindanao, a distinct advantage.
  • Excellent presentation, oral and written communication skills in English;
  • Ability to deliver according to specified timeline while maintaining quality of outputs;

Languages

Fluency in English is required. Basic knowledge of Filipino and/or any BARMM language is an advantage.

The consultant must adhere to the International Organization for Migration (IOM) Data

Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

IOM is an intergovernmental organization, and as such is exempted of all taxes in the Philippines. Therefore, it is not obligated to retain any taxes that should be owed to the Government of the Philippines as part of the execution of this contract. It is the sole responsibility of the contractor to comply with any fiscal obligations that might be applicable.

The ownership of intellectual products developed during this project will be shared with the government entities partaking in its creation, as well as IOM’s regional office. Government agencies and the cooperating agency must be warranted visibility and recognition, through the use of their logos in every document and any other material that might be a result of these intellectual production.
