1. CONTEXT AND SCOPE

The scope of this mission falls under a large-scale evaluation and enhancement project to strengthen and support a 24/7 web hosting platform for reinforcing bidirectional communication relationship.

As such, this project aims to firstly evaluate current partner infrastructure under different angles, from network, software, hardware, security so on and so forth. Throughout the evaluation journey, the incumbent shall assess a data center as per given tasks and general requirement of same.

The data center environment should be adapted to host immigration servers and to avoid bugs and unavailability of systems. The finding of this assessment will therefore be used as a baseline to upgrade the current infrastructure of the data center.

  1. OBJECTIVE

The objective of this evaluation is to measure the feasibility of the server migration and assess to what extent the migration would be possible considering the current state of the Data Center and its environment.

  1. RESPONSIBILITIES

3.1. The consultant shall perform a thorough inspection of the data center throughout all its aspects including Network, Software, Hardware, Mechanical, Electrical, Alarms and Security systems vis-à-vis Server Room Standards document.

3.2. The consultant shall advise whether the server room respect the requirements and if it should be considered as such.

3.3. The consultant should propose recommendation on what & how technical/upgrade/installation must be reviewed and/or implemented.

3.4. The consultant should prepare a detailed report highlighting pros and cons of current data center infrastructure.

  1. Deliverables

  2. This section is subdivided into two parts and to the server room checklist – Administrative Task and Technical checks.

The administrative checks tasks include:

  1. Check accessing log for access to the server room.
  2. Check if the cabling system is organized in every cabinet.
  3. Check if labeling system is used within the server room.
  4. Check Remote accessing logs.
  5. Check Listing of all server updated password, its location and if stored safely.
  6. Check the location of primary keys and backup keys to the server room.
  7. Check server logs, photo documentation with all labeling and other documentation.
  8. Check Documenting Server and Server list (Preparing Server Service Catalogue).
  9. Check if a contact list of IT service desk, EMC, ISP, and so on is maintained.
  10. Check if having spare inventory of electric fans, exhaust fans and/or spare air conditioner in case the primary air conditioner fails.
  11. Check availability of spares of servers, LAN switches, UPS’s, external backup drive, budget permitting.
  12. Check if minimal stock supplies of equipment like flashlights, LAN cables, power cables and so on is maintained.
  13. Check Practicing change management for maintenance and communication plan.
  14. Check if emergency maintenance procedures are kept up to date.
  15. Check stored SLA information.
  16. Check Logging of all PO for all IT equipment.
  17. Check Creating notice signs like “IT Staff only”,” no food, no drinks”
  18. Check if webcam and/or security monitoring tool in the server room exists.

  19. DESIRABLE COMPETENCIES

5.1 Has Technical Working experience with network equipment configuration e.g. Cisco firewalls, routers, switches and wireless access points, CCNP a must but CCIE is an asset.

5.2 Has working knowledge of ITIL based change, problem, and incident management processes. Preferred to be certified in ITIL service operations.

5.3 Has working knowledge of Windows, Linux servers, Microsoft Certified System Administrator (MCSA) a must but Microsoft Certified System Engineer (MCSE) / Microsoft Certified Professional (MCP) is desirable.

5.4 Has experience in designing, deploying and managing data centers and server rooms in large-scale and/or campus networks.

5.5 Has technical knowledge in Virtualization (Vmware, VirtualBox and Hyper-v),

5.6 Excellent working knowledge of computer systems, security, network and systems administration, databases and data storage systems, and phone systems.

5.7 Knowledge of LAN/WAN infrastructure, basic knowledge of SD-WAN solutions and Fortinet appliances. Knowledge of VSAT and connectivity solutions is a plus.

  1. EDUCATION AND EXPERIENCE

Education : Advanced university degree in Computer Science, Network engineering or other relevant field, or First University degree with additional years of related work experience or trainings/course.**

Experience : At least 10 years of experience is desirable. Experience in implementing, managing data centers.

  1. LANGUAGES

Fluency (level C) in French and English languages. Knowledge in local language is an asset. Intermediate Knowledge in the other UN or local languages is an asset.
