Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

1. Background Information

The Immigration and Border Management (IBM) unit of IOM Thailand is implementing the Project ‘Supporting the Government of Thailand to Improve Migration and Border Management Structures in the Midst of Rapid ASEAN Integration’ funded by IOM Development Fund (IDF). With the main objective to improve migration and border management structure of Thailand, the Project in collaboration with key government partner – Thai Immigration Bureau (TIB) has conducted the Border and Migration Assessment (BMMA) in 2019. The BMMA report provides a comprehensive overview of Thailand’s migration and border management framework with a set of recommendations and intervention plans for TIB and related government agencies. The overall objective is to improve the border operations and inter/intra agency cooperation to combat transnational organized crime that happen during ASEAN Reintegration.

However, due to the COVID-19 pandemic situation, there is strong recognition of the link between immigration/border management and public health. IOM realizes the crucial role played by immigration and other authorities at the frontlines in controlling the COVID-19 outbreak in Thailand while ensuring border security. In light of this, IOM Thailand aims to carry out a targeted/focused study on the linkages between border management and public health utilizing the IOM’s Health, Border and Mobility Management (HBMM) Framework.

2. OBJECTIVE OF CONSULTANCY RECRUITMENT

The objective of the study is to help in understanding the nexus between border management and health and also provide recommendations for immigration and public health authorities to improve integrated operation in response to transmissible diseases or other health threats along border checkpoints. This additional study will complement the BMMA Report completed under the project. Based on the recommendations, the experts will also develop a tailored module to improve inter-agency cooperation between border management and health authorities.

3. RESPONSIBILITIES AND SCOPE OF WORK **

The assessment on linkages between border management and public health will follow the 4 pillars of IOM’s Health, Border and Mobility Management (HBMM) Framework and each pillar offers activities for engagement with government stakeholders. The Project therefore plans to implement activities under Pillar 2-4 of the HMBB Framework which eventually contributes to the goal of Pillar 1 improved ‘Policies and legal framework on health, border and mobility management’.

The expert(s) will be responsible to achieve 3 Activities as following:

Activity 1: lead the Assessment’ in collaboration with the Project staff and key government partner – Thai Immigration Bureau (TIB) and public health authorities. The area of study shall include but not limited to desk research on existing policies, action plans and framework and interviews with officials to analyse on-ground practices

Expected Output 1: Government stakeholders have access to an assessment with recommendations on strengthening border management and health responses to COVID-19 and other health crisis.**

Activity 2: develop a comprehensive set of training package for 2-day duration which include (1) training modules (contents to deliver during the training); (2) detailed agenda; and (3) training materials and handouts. The develop of training modules should be based on the consultation with key government stakeholders (when collecting primary data for Activity 1) and incorporating finding of the need assessment. The design of training modules should be operational and practical (not theoretical based) including a group and interactive exercise; case studies; and best practices.

Expected Output 2: Immigration and health authorities have access to a specialized module is developed for enhancing inter-agency cooperation between focusing on data sharing and case management in the context of COVID19.

Activity 3: Deliver 2-day pilot training for 25 immigration and public health officials in Bangkok, Thailand with the aim to enhance networking and inter-agency cooperation in border and health management in light with COVID-19 pandemic as well as any health related threats in the future.

Expected Output 3: Immigration and Health officials have enhanced capacity on cooperation in the context of COVID-19.

Monitoring Progress of Deliverables

The expert(s) will report to the Project Officer (Immigration and Border Management) according to the detailed workplan. Planned and unplanned Skype call or other channels of communication can be made by the expert and IOM staff for further discussion related to the assignments’ queries.

Performance Indicators for Evaluation of Deliverables

· Timely submission of all deliverables

· Satisfactory delivery of the training evaluated by training participants and IOM staff.

5. EDUCATION AND EXPERIENCE

· Master’s degree public health or areas relevant to the job description;

· Familiarized with Thailand’s public health system and acquired up-to-date policies and measures responded to COVID-19 situation in Thailand;

· Minimum 5 years of experience in conducting research and assessment related to public health;

· Extensive experiences in developing training modules and materials with interactive practical exercises for face-to-face training;

· Possess professionalism as a trainer for government sector audiences;

· Understanding Thailand’s border management is an asset.

6. LANGUAGES

English (Fluent), Thai is an advantage.

7. TERMS OF PAYMENT

Total payment of USD 15,000 shall be in made in 3 installments upon the completion of deliverables
