Established in 1951, IOM is a Related Organization of the United Nations, and as the leading

UN agency in the field of migration, works closely with governmental, intergovernmental and

non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The Human Resources Management (HRM) has embarked on a review of insurance coverage offered to staff and non-staff employees and a tender will be undertaken.

IOM seeks an experienced professional consultant who is (a) specialized in the area of group insurance in international organizations and (b) possesses in-depth knowledge of the group insurance market world-wide for international Organizations working in diverse remote areas.

Under the direct supervision of the Chief Human Resources Business Partner, the successful candidate in close collaboration with Staff Insurance and Standards Specialist of Human Resources Management Division and the Procurement and Supply Division will be responsible and accountable for procurement strategy, planning and activities for the renewal of the global insurance package (including health insurance, occupational accidents and illness, malpractice, loss of personal property) for IOM. S/he will undertake all activities according to IOM general principles of:

• Best Interest of IOM.

Core Functions / Responsibilities:

  1. In close coordination with the Insurance Specialist, review IOM’s existing insurance plans to understand IOM’s unique needs and requirements for insurance coverage.

  2. Conduct industry analysis and advise on global group insurance market of underwriters that are capable of meeting IOM’s requirements.

  3. Conduct Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis and identify risk and benefit opportunities as part of the renewal process.

  4. Work with licensed health insurance brokers and/or companies to research the market for available plans that provides coverage that meet IOM’s requirements for active staff, non-staff and former staff who are eligible to after service coverage, and their eligible family members

  5. Explore all available options to meet IOM’s insurance needs; by develop a comprehensive specifications and scope of work, including advanced technologies and solutions to ensure highly efficient and effective health insurance claim process, minimizing risks of losses and misconducts.

  6. Develop sound sourcing plan to ensure timely execution of the renewal of the global insurances.

  7. Assist in obtaining clarifications on technical aspects and services from vendors and advise on possible technical and service problems if any.

  8. In close coordination with the Insurance Specialist and Procurement Evaluation Committee (PEC), perform an objective and independent technical and financial evaluation of all tenders received.

  9. Provide advice on the roll-out plan in case the contract is awarded to a new service provider.

  10. Perform such other duties as may be assigned.

Deliverables and Timelines

Phase I (first 1 month): The consultant will develop a detailed workplan and key milestones in consultation with HRM specialist; familiarize with IOM rules and regulations, including and not limited to relevant HR policies, Procurement policies, and Financial Management regulations; review all existing insurance policies and conduct analysis such as market trend analysis, benchmarking, and vendor analysis.

Phase II (1-2 months): The consultant will map out the desired outcome of the global insurance tender, and prepare a detailed workplan to achieving it, this include the definition of the TOR, source select plan, tender package, recommendation of evaluation criteria and approach, in accordance with IOM rules and regulations.

Phase III (estimated 3 months): The consultant will carry out the tendering process, evaluation, selection and contracting the service providers, in close coordination with HRM Specialists and IOM internal stakeholders.

Required Qualifications and Experience:

Education

• Master’s degree in Economics, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

• Certification in Procurement, Logistics or Supply Chain management is an advantage.

Experience

• Experience in the respective insurance sector world-wide including at least five years at the international level working on social security issues for staff in multinational business or international organizations dealing with global benefits;

• Specialization in insurance area, employee benefits and health insurance schemes;

• Knowledge and experience of healthcare market;

• Understanding of insurance-related economics and project management skills;

• Previous experience working in an insurance company can be advantageous.

Skills

• Strong organizational, and communication skills;

• Ability to work independently against a tight deadline, with strong analytical, research and

(written and oral) communication skills.

Languages

Fluency in English and French (oral and written). Working knowledge of Spanish is an advantage.

The consultant must adhere to the International Organization for Migration (IOM) Data

Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
