Consultancy Title: Conduct capacity assessment of selected CSOs with emphasis on women led CSOs

Programme: Joint Programme – “Strengthening the Rule of Law in Liberia: Justice and Security for the Liberian People”

Duration of Contract: 45 working days (July/August 2020)

II. Organisational Context 

Rule of law is a core pillar of the United Nation’s response to the Sustainable Development Goals. In fragile States, national and local capacities must be empowered to respond to immediate justice and security needs, ensuring that peace dividends are translated into inclusive growth. As Liberia straddles the humanitarian-development axis, unobstructed access to rule of law institutions remains a decisive factor in efforts to rebuild societies and create an enabling environment that contributes to poverty reduction, sustainable growth and development, gender equality and guarantees for the respect and protection of human rights. The Joint Rule of Law Programme’s engagement in this area seeks to address key developmental challenges by promoting the rights of women, gender equality, and children’s rights, while ensuring that physical and legal protection, as well as psychological wellbeing of people, communities and civil society and that their access to justice is enhanced. The Programme will support an enabling environment for growth and development by strengthening transparency institutions to increase accountability and combat corruption, while introducing policy and structural reforms to ensure that the judiciary and relevant law enforcement agencies—in close collaboration with other relevant sectors—provide timely, credible, predictable and acceptable responses to crimes and legal disputes.

Significant gains were made in the rule of law sector in Liberia through the support of UNMIL and the United Nations agencies funds and programmes particularly with regard to policy formulation and institutional reforms. However, much more structural and operational support are required, especially with regard to addressing the COVID-19 pandemic which has compounded the functionality and effectiveness of the rule of law sector. Some of the outstanding issues which have been identified and which this programme seeks to address include weak justice, security to deliver services, weak gender justice and resulting gender-based violence; and limited access to justice particularly for vulnerable groups and continued violation of human rights.

The Programme also engages with Civil Society Organizations (CSOs) and Community Based Organizations (CBOs) to foster grassroots voice, accountability and civic engagement human rights literacy and provide legal aid. To mitigate the risks arising from the limited capacities UNDP is looking for a consultant to strengthen and/or develop the internal controls and corporate governance systems of the Programme’s partner institutions and organizations. The consultant, is expected to conduct capacity assessment mainly for women led CSOs with a view of strengthening the capacity of the CSOs to provide legal aid services to indigents and vulnerable persons. The incumbent, is also expected to develop a standard training manual aimed at transferring relevant skills and knowledge to CSOs. In addition, the incumbent, is expected to train representatives of selected female led CSOs based on the capacity assessment aimed at building the capacity of CSOs.

Under the direct supervision of the Chief Technical Advisor/Programme Manager - Rule of Law, and in close cooperation, the consultant will be responsible for the following:

Milestone 1 (5 days, 10%):

• Develop and submit an inception report outlining the methodology, plan of action and timeline; 

Milestone 2 (30 days, 50%): 

• Conduct capacity assessment for selected female led CSOs;

• Prepare and submit a draft standard training manual aimed at transferring relevant skills and knowledge to CSOs including but not limited to:

a. Guidelines for Board of Directors and senior management to design, implement and conduct internal control principles (operations, reporting and compliance)

b. Procurement guidelines

c. Human resources management guidelines

d. Asset management guidelines

e. Financial management guidelines 

• Design, prepare training materials and conduct relevant training for representatives of selected female led CSOs based on the capacity assessment aimed at building the capacity of the CSOs

Milestone 3 (10 days, 40%): 

• Prepare and submit final copy of training manual  for CSOs;

• Prepare and submit final end of assignment report including recommendations for future capacity development activities for CSOs.

V. Impact of Results

Increased access to justice for the citizens and other residents, particularly women, children and other vulnerable groups through strengthened capacity of CSOs to provide legal services including legal aid and awareness.

Competencies

 

Fluency in English, including excellent writing and analytical skills.

Required Skills and Experience

Education:

  • An advanced university degree in commerce, business administration, accounting or related field.

Experience:

  • At least 7 years experience in conducting needs assessments, project monitoring and evaluations;
  • Demonstrated experience in designing internal control and corporate governance systems;
  • Demonstrated experience in developing finance, procurement, HR procedures and documenting these in suitable manuals;  
  • Knowledge and understanding of internal control systems for both public institutions and non-governmental organizations;
  • Good knowledge and understanding of the UN system, and familiarity with UNDP mandate is an asset;
  • Experience in designing trainings and conducting trainings. 

Language:

  • Language Requirements: Fluency in English, including excellent writing and analytical skills.
