Recognizing the extremely critical needs of people both in the Rohingya and host communities in Cox’s Bazaar, Bangladesh, as well the INGOs’ collective responsibility to address them, six major INGOs (CanDo, CARE, Save the Children, Oxfam, Plan International, and World Vision) have already responded to the crisis and have come together to form a Consortium to focus on collectively improving the response to this humanitarian crisis. The Consortium (funded by DFAT- Department of Foreign Affairs and Trade) has come together with a strong commitment to collaborate and share information about the needs and operational conditions in the areas of operation and provide the necessary technical expertise as global leaders in developing best practice, tools, and resources. The Consortium aims to establish a long-term, collaborative effort to utilize multi-sectoral programming for a holistic, multi-faceted, multi-year response program.

To be successful in these efforts, the Consortium is seeking an experienced and highly motivated Consortium Unit Manager. Under the direct supervision of the Governance Committee of the Consortium at Dhaka, which comprises of the Country Directors or their representatives, (heads of all six consortium agencies), the person in this role ensures the smooth operation of the Consortium and will provide key support in strengthening the internal capacity of the Consortium and that of the partners. S/he will be responsible for reporting, following up with partners, contractual management, supporting the monitoring of compliance, and regular monitoring of program achievements.

The Consortium Unit Manager will also follow up on sectoral and geographical coordination meetings. This position will supervise a team consisting of a MEAL Manager, Communications and Advocacy Manager, and the Program Officer and will be based in a Consortium Management Unit based in the CARE country office in Cox’s Bazaar. S/he will have delegated decision-making authority from the Governance Committee and will work closely with the Cox’s Bazaar Steering Committee, comprising Head of the Cox’s Bazaar response of each consortium member. The Consortium Unit Manager will chair the Cox’s Bazaar Steering Committee meetings.

The Consortium Manager will coordinate the Consortium member agencies in order to develop strategy, ensure mutual accountability, and promote best practice.

Responsibilities:

  • Secretariat coordination and overall lead on consortium strategy and operations
  • Program coordination and implementation
  • Program quality and MEAL
  • External relations and Consortium representation
  • All other responsibilities assigned by the supervisor

Qualifications:

  • At least 5 years of experience, preferably in multi-sectoral programming
  • Familiar with project planning, budget management, presentations and facilitation of workshops and coordination meetings
  • At least 5 years of experience leading and managing development/humanitarian projects in the field
  • Extensive experience working with partners essential
  • Understanding of regional context especially the Rohingya issue
  • Advanced written and verbal English Language skills. Bangla language ability will be an asset
  • Must possess the willingness and ability to travel to the field as often as possible
  • Excellent communication and interpersonal skills
