Project Summary:

The four-year USAID/Indonesia Harmoni activity promotes tolerance and inclusion and reduces the risks of violent extremism (VE). Harmoni supports interventions that are narrowly targeted towards communities and individuals most at risk of radicalization, with an explicit mandate to build the resilience of key Indonesian institutions – governmental, civil society, religious, and community-based – that represent the front line in preventing VE in Indonesia. As such the project focuses on at-risk communities and vulnerable population groups. The majority of Harmoni assistance is delivered through grants to Indonesian civil society organizations (CSOs) and government partners, primarily at the local level.

This is a full-time position based in Jakarta, Indonesia.

Position Summary:

The Chief of Party (COP) is expected to provide overall technical and administrative leadership and expertise, and serve as the primary liaison on management and technical matters with USAID officials in Jakarta, Indonesia, and MSI leadership in Washington, D.C. The COP will be responsible for administering and managing the implementation of the activity and has the overall responsibility for assuring that all assistance provided is technically sound and appropriate to meet activity objectives. The COP must be responsible for all aspects of coordination and communication, including with the Indonesian government, other donors, universities, the civil society sector, and other potential implementing partners. The COP will supervise the work of all organizations (sub-grantees) and individuals engaged under the activity. The COP will have principal responsibility for overall project performance, staff and team management, and technical operations to ensure that the project tasks are completed on time and of high quality and that the client is satisfied.

Responsibilities:

  • Oversee the operations and technical aspects of the program and supervise the staff

  • Supervise the work of all organizations (sub-grantees) and individuals engaged under the activity

  • Provide technical guidance, ensuring that it meets activity objectives

  • Primary liaison with USAID/Indonesia AOR and Agreement Officer

  • Responsible for all aspects of coordination and communication, including with the Indonesian government, other donors, universities, the civil society sector, and other potential implementing partners

  • Represent MSI in meetings with senior Mission and Embassy officials

  • Ensure quality control and the overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID
