Context:

Under the overall supervision of the Regional Director and direct supervision of the Chief of Mission (CoM) in Tangier, the successful candidate will be responsible and accountable for the overall management of the sub-offices of IOM an the implementation of the USAID-funded FORSATY program in the cities of Tangier and Tetouan, in the north of Morocco. The program is being implemented with close collaboration with Government of Morocco (GoM) Ministry partners and with local non-governmental organizations. The main expected outcome of the Program is that marginalized youth can access economic and social opportunities.

Core Functions / Responsibilities:

  1. Supervise and manage the operational, human resources, administrative and financial functions of the Sub-Office in accordance with the Organization’s regulations and procedures. Execute responsibility for the recruitment and capacity building of local staff. Staff supervision includes management of project staff and consultants of the Tangier Sub-Office, in Tetouan, M’diq-Fnideq and Al-Hoceima, and reporting and liaison staff based in Rabat.

  2. Perform Chief of Party functions for the USAID/MCRA Program, and manager of other donor funding including UK/Foreign and Commonwealth Office (FCO) funding, direct and monitor the implementation and reporting of all activities in line with IOM standards and in accordance to the stipulations of each donor/grant agreements.

  3. Analyse gaps, operational challenges and constraints and act to increase effectiveness and programme success, and to streamline procedures for the Programme and the Sub-Office

  4. Establish, promote and strengthen working relationships with regional and local governmental authorities, international organizations and NGOs, and other stakeholders.

  5. Liaise with the RTS (Regional Technical Specialist) in Cairo, and share information in terms of lessons learned and the good practices and experiences - at national level, regional level and global level.

  6. Undertake duty travel related to programme assessments and guidance, liaison functions, management meetings.

  7. Provide regular and timely advice, updates and reports, programme achievements, challenges, finances and donor liaison issues to the CoM and other Senior Management staff.

  8. Ensure compliance to mandatory IOM trainings for all staff, consultants and local partners.

  9. Ensure compliance with IOM policies and procedures, including implementation of internal control measures to prevent fraud and mismanagement.

  10. Ensure oversight of deadlines, narrative and financial reporting requirements in accordance with IOM Rules and Regulations as well as the donor/grant agreements.

  11. Take necessary measures, in coordination with the Project Management Team and the Country Office’s Protection Unit, in ensuring prevention and proper responses to complaints of fraud, sexual exploitation and abuse, and other unethical practices.

  12. Ensure field visibility in coordination with the donor/s and relevant units within IOM.

  13. Liaise with relevant security actors – particularly United Nations Department for Safety and Security (UNDSS) – to ensure that IOM staff are cleared for travel in a timely and efficient manner.

  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Peacebuilding, Political or Social Sciences, International Development, Humanitarian Studies, Business Administration or a related field from an accredited academic institution with seven years of relevant professional experience; or

• University degree in the above fields with nine years of relevant professional experience.

Experience

• Experience managing large and complex programs in governance, youth development, employment, countering violent extremism or comparable programming;

• Demonstrated supervisory experience in staff management including staff evaluations;

• Proven record of establishing and maintaining good working relationships with governmental and diplomatic authorities, national, regional and international institutions as well as civil society actors including the media and private sector;

• Experience working on USAID programmes is an advantage.

Skills

• Demonstrated ability to lead and coordinate multiple activities and to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds;

• Good oral and written communication and analytical skills, required.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and French is required (oral and written). Working knowledge of Spanish and/or Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
