CARE’s scope of work has evolved from emergency response to long-term development programming, now encompassing an Urban Refugee Protection Program, the Azraq Camp Program, and the Sustainable Development Program. In late 2016, CARE created its Strategy- Business Plan 2017-2020, defining CARE’s program goals to fight poverty and inequality by 2020.

CARE International in Jordan has a vacancy for the post of Cash for Protection Advisor:**

The Cash for Protection Advisor in CARE’s cash for protection component has gained momentum, expanding the scale and reach within the humanitarian and development realms. Currently, CARE’s cash and voucher assistance spans in a variety of sectors, from Education, Health, Winterization, Documentation, to Shelter as well as multi-purpose grants. Cash for protection related projects are implemented under both Protection and Development programs in CARE Jordan, targeting refugees as well as the host community. The Cash for protection activities are implemented in five urban areas and Azraq camp.

The Cash for Protection Advisor provides strategic leadership and technical assistance to ensure CARE remains at the forefront of cash programming in Jordan, with innovative and cutting edge applications and programs, high quality services to beneficiaries, and robust staff and partner capacity.

Duties and Responsibilities:

Staff Management

• Participate in cash for protection staff interviews and panels, and developing technical tests in coordination with the protection director and HR.

• Manages and supervises her or his team including setting work schedules

• Monitors the work of the team through regular follow up, and ensures the team produces timely reports, and key responsibilities.

• Supports her or his team members in their everyday work through, advising and coaching.

• Ensures that the team receive the required technical and logistical support.

• Ensures that the team performs according to CARE standard practices and policies

• Conducts annual performance appraisal as per the organizations policies and procedure

• Provide training, guidance, and support to the staff members to effectively perform their duties and promote a strong team spirit

Provide technical leadership

· Lead cash and voucher assistance for protection component, market-based cash distribution modalities and update the current practices.

• Contribute to CARE-Jordan understanding of cash for protection component as related to CARE's strategic intent.

• With support from gender and technical specialists, integrate cash component with other technical approaches such as case management, Education and PSS including gender-transformative approaches

• Offer high quality, tailored technical advice on cash for protection component, ensuring that gender is fully considered.

• Develop and enhance cash for protection tools (e.g. guidelines, Standard Operating Procedures, monitoring formats, assessments) and innovations, based on CARE’s global standards.

• Developing the working plan among all protection projects, including the distribution plan, baseline target for each project.

• Monitor the quality of the cash for protection services in coordination with PQ team and build evidence of impact.

• Overseeing the distribution process in coordination with the team as per cash for protection SOPs and guidelines.

Program design and new business

• Actively pursue and contribute to new business development opportunities on cash and voucher assistance for protection component and market-based cash distribution modalities in the country.

• Contribute to the development of concept notes and proposals ensuring that CARE's strategic intent on cash for protection is meaningfully addressed.

• Oversight all cash for protection activities including but not limited to developing the cash for protection component in the proposals, identify the targets number for each project and for each area of implementation, in coordination with the project managers.

• Contribute to donor monthly, quarterly and annual reports in coordination with project managers and PQ team.

Organizational and partner capacity strengthening

• Provide regular periodic and as needed training and capacity building for cash for protection from CARE and partners covering all topics related to cash for protection components.

• Develop/ update CARE’s cash for protection protocol, SOPs, guidelines and supporting systems.

• Develop training manuals and material related to cash for protection based on CARE’s global standards.

• Train, coach and mentor CARE staff and partners engaged in the cash component

• Enhance organizational capacity for cash programming by integrating or developing supporting mechanisms and software for CARE Jordan and partners.

Representation and Advocacy

• Engage with and represent CARE in the relevant local and regional fora and coordination working groups such as (cash working groups, UN, Governmental, NGO, CARE MENA structure).

• Disseminate results and learning from CARE’s cash and voucher assistance amongst donors, Government of Jordan and peer stakeholders

• During emergency contexts, may provide technical coordination, support and advocacy with the country specific clusters, cash working groups and other relevant stakeholders and technical agencies.

• Represent cash for protection in all donor and field visits in all locations.

• Engage with and represent CARE Jordan in CARE fora and coordination working groups connected to cash and voucher assistance.

Financial & Administrative Management

• Ensures compliance with applicable donor rules & regulations, including familiarizing all relevant project staff to these

• Coordinates contract start up and close out processes and procedures with other relevant units, HR, Finance, Procurement, Audit, etc. Recommends or initiates contract changes including realignment of activities, budgets, contract extensions, etc.

• Coordinates any sub-grant activities and agreements and ensures compliance with applicable policies and procedures.

• Manages budgets including monthly reviews of expense reports, this should include project estimation and variances.

• Prepares procurement plans and monitors procurement processes.

• Prepares HR plans and monitors HR processes

• Ensures security and appropriate use of project and CARE assets.

• Implement audit recommendations applicable to the project.

QUALIFICATIONS:

A. Education / Training

Required:

Bachelor's degree or higher qualification on development studies/economics/social science/international relations or another relevant discipline.

Training in Cash programming and best practices (CALP or equivalent – CALP TOT level will be an added advantage).

Desired:

· Master’s degree in Social Sciences, Project Management, Development studies or other related fields or combination of relevant education and experience relevant to the job.

· HEAT certified

· Training in Gender studies

B. Managerial Know How

Involves integrating and harmonizing requirements of diverse functions in operating, support, and administrative situations. It may be exercised through consultation as well as direct action; Management requires a combination of planning, organizing, controlling, and reviewing along with direct and indirect execution. Choose one of the following: Task; Minimal; Related; Diverse; Broad.

This position requires (Diverse) managerial know-how.

C. Experience Required:

• At least five years planning, implementing, designing of Cash for protection and market-based approaches within different sectors as well as across several sectors

• Field experience in multiple countries in Jordan and the region.

• Demonstrated capacity in technical advisory support and mentoring for multiple clients at one time

• Extensive experience in training in cash for protection.

• Experience in implementing market assessment and analysis, combined with knowledge of key tools (EMMA, RAM, etc.)

• Knowledge of donor cash for protection and market-based approach guidelines (e.g. USG, European, GAC)

• Experience in conducting strategic work at a regional or global level.

• Knowledge of key initiatives in cash for protection (Global Protection Cluster , CaLP) and their key areas of involvement at the regional/global level.

• Understanding of gender concepts and the linkages with market and cash for protection.

• Strong analytical and conceptual skills in humanitarian programming, assessing emergency needs, market analysis, response analysis, and program design.

• Strong ability to work independently, organize work, meet deadlines, prioritize work under pressure, and coordinate multiple tasks.

Desired:

• Fluency in Arabic and English
