Project Overview and Primary Responsibilities:
Palladium is seeking a consultant with experience tendering for and delivering international health programmes to support the pursuit of a business development opportunity in the telemedicine industry.

This opportunity is intended to foster an international best practice-driven telemedicine regulatory framework in Indonesia through three core activities:
(a) assessment of the current regulation of telemedicine;
(b) development of recommendations to improve the regulatory framework; and
(c) facilitation of the adoption and implementation of the new framework.

The consultant will support Palladium’s Health team with research, the development of proposal strategies and the creation of high-quality written proposal content.

The primary responsibilities of the consultant include:
* Support pre-bid activities, with a focus on high quality research and evidence collation;
* Following tender release, support any additional research and strategy development processes, capturing inputs as written proposal content (sections to be agreed with the Health Cluster) for various stages of the proposal (from early drafts to final proposal stage);
* Participate in team meetings;
* Other duties to support proposal development as assigned by the Health team.

Qualifications
* Experience in international development with a focus on health required. Within health, experience with telemedicine and/or health policy, law, and regulatory environments highly preferred.
* Research experience; specifically, demonstrated ability to conduct high-quality review and synthesis of various data and literature sources.
* Demonstrable success in proposal writing, particularly for UK government audiences.
* Academic background in health or legal (medical law highly desired) or commensurate experience.
* Demonstrable understanding of Indonesia’s health sector highly desired.

The consultant is not required to be based out of the United Kingdom as all activities will be conducted remotely. Level of effort is expected not to exceed 10 days.
