Org. Setting and ReportingThis position is found in Bishkek, Kyrgyzstan, within the Office of the High Commissioner for Human Rights (OHCHR), Regional Office for Central Asia. The incumbent will report to the OHCHR Regional Representative for Central Asia and work closely with the Deputy Regional Representative for Central Asia. ResponsibilitiesWithin delegated authority, the Associate Administrative Officer will be responsible for the following duties: Project coordination: • Supporting coordination of project activities by ensuring timely administrative and logistical arrangements. • Project planning and implementation by maintaining schedules, documentation, and tracking tools. Human Resource Management: • Undertakes actions related to the administration of the unit’s human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures. • Provides information regarding conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations. • Provides information on unit’s staffing needs for inclusion in department’s staffing table. Budget and Finance: • Assists in developing the unit’s work program and budget, as well as project related budgets; analyses inputs and formulates resource allocations by work program, or business processes. • Monitors budget/work program with respect to Headquarters’ the field presence’s budget, trust funds and earmarked and unearmarked grants, on a regular basis, and reallocates resources as necessary. • Supports the implementation of procedures and systems for implementing the appropriate financial database. • Contributes to the development of budgetary guidelines for own unit. General Administration: • Supervises support staff as required. • Performs other related administrative duties, as required (e.g., operational travel programme, monitoring accounts and payment to vendors and individual contractors for services, physical space planning and the identification of office technology needs and maintenance of equipment, software and systems). Work ExperienceA minimum of two (2) years of progressively responsible experience in administration, finance, accounting, human resources management or related area is required. Experience using an Enterprise Resource Planning (ERP) system such as UMOJA or similar system is required. Experience within the United Nations system or similar international organization is desirable. Experience in procurement and contract management, is desirable. Experience in Grants management is desirable. Experience in recruitment and the administration of consultant or personnel contracts is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English and Russian are required. Kirghiz is desirable.
