About the job

The Area Manager is responsible for the development, management and implementation of programming in DRC’s central area of operation. S/he will be responsible for external representation and ensuring the safety of DRC staff and assets in the Area of Operation. The Area Manager will actively line manage the Area Office’s Support Services Team Leader (responsible for Finance, HR/Admin, Procurement and Logistics) and the program sector team leaders responsible for the implementation of protection, emergency and livelihoods activities, while also coordinating and providing non-technical oversight to the Area Office’s Mine Action Manager responsible for implementing mine action activities in the area of operation.

DRC has implemented mine action operation in the central region for over ten years and has more recently been addressing growing needs in the sectors of Protection, Livelihoods and Emergency Response in the area. For the role of Area Manager – Central Region, DRC is therefore seeking an enthusiastic manager who is comfortable leading and growing an area operation in what is expected to be a hands-on role that will require engagement across a range of support and programmatic units.

Your main duties and responsibilities will be:

External Relations

  • Act as the main DRC representative for the Area Office, attend or delegate reresentation at all relevant forums/meetings including active participation in the Humanitarian Regional Team (HRT), ACBAR regional coordination meetings, DMAC meetings, etc.
  • Identify and build relationships with relevant stakeholders in the area, including but limited to other INGOs, UN agencies, GoA staff and non-government stakeholders

Safety and Access

  • Oversee and be accountable for the safety of DRC within the Area of Operations
  • Oversee and be accountable for access initiatives within the Area of Operations
  • Line Manage the Safety & Access Team Leader and their associated staff team
  • Lead the Crisis Management Team locally as required
  • Develop and maintain a security focal persons' network in his/her area of responsibility
  • Esure compliance with DRC’s global safety policy and safety risk management system

Program Management and Development

  • Provide strategic direction to the DRC programme in the Area of Operations through engagement with the country level strategic planning processes and the facilitation of the Kabul Office area strategy, to ensure coherent and integrated programming
  • Provide leadership and coordination support to sector Team Leaders and Managers to enable them to efficiently deliver the activities they are responsible for in the area of operations including, but not limited, to protection, emergency response, livelihoods and mine action
  • Liaise and closely coordinate with the technical programme teams in the Country Office to ensure effective utilization of programme technical support and oversight capacity including but not limited to HoPs, Sector Coordinators, Project Specialists
  • Empower staff in the Area of Operations to engage proactively on strategic direction and programme design, and to take initiative on programme delivery
  • Provide input proactively to fundraising efforts in coordination with the HoO,HoPs and Programme Development Unit in order to deliver the agreed Area Strategy
  • Actively support the HoOand HoPs in the development and delivery of regional priorities, approaches and programmes within the context of the DRC Afghanistan SPD

MEAL & Accountability

  • Guided by the DRC Programme and Operations Handbooks, continuously monitor and suggest relevant accountability initiatives in the field as well as strengthen the effort to document the impact of DRC activities in the area
  • Ensure implemented projects are in compliance with DRC monitoring, evaluation and learning minimum operating procedures (MELMOP) and country M&E framework and the coordination with the Quality Management Unit.

Finance

  • Oversee and be accountable for the devolved budget for teh Area of Operations, including all direct activity funds and assigned support costs necessary to deliver the area’s activities on buget
  • Oversee the creation and continuous updating of the Area Office section of the annual Master Budget prior to and during each calendar year
  • Ensure budget spending is in accordance to approved budget and plans for both support function and program activities allocated for the area
  • Provide budget monitoring, financial control in compliance with DRC country office requirements and as per the Operations Handbook, with support from Country Office Finance Team

HR/Admin

  • Ensure necessary systems are in place and followed according to DRC Operations Handbook and with support of Country Office HR Team
  • Liaise with the Country Office HR Team on relevant recruitment for positions in the Central Region Area Office.

Supply Chain (Logs & Procurement)

  • Ensure necessary systems are in place and followed according to DRC Operations Handbook and with support of Country Office HR Team

About you

To be successful in this role you must have:

Experience and technical competencies:

  • Minimum 5 years relevant professional work experience;
  • At least 4 years in progressively senior management roles (in programmes, support services or safety management)
  • Programmatic knowledge in at least one of DRC’s four core sectors of Protection, Emergency Response, Livelihoods, and Mine Action
  • Practical experience of managing support services in the areas of finance, supply chain and/or HR
  • Proven experience in a number of roles of representing and/or advocating for organization objectives

Education:

Masters Degree in a related field (or equivalent additional professional experience)

Languages:

  • Excellent spoken and written English
  • Ability to work in both Dari and Pashto a plus
