About SEED Foundation: SEED Foundation is a locally-registered NGO in the Kurdistan Region of Iraq (KRI). SEED’s mission is to protect, empower, and support the recovery of survivors of violence and others at risk. SEED is committed to delivering quality and holistic approaches, combining international expertise and local know-how to achieve results for the people of Iraq and Kurdistan. SEED’s programming focuses on four key objectives: 1) the delivery of transformational, comprehensive MHPSS services including case management, mental health, and legal services, as well as psychosocial support activities; 2) strengthening the capacity of service providers through education, training, and capacity-building programs; 3) ​promoting policy and social change to strengthen the rights of, and protections for, vulnerable groups and individuals; and, 4) supporting the protection and recovery of survivors of trafficking in persons (TIP) including through SEED’s shelter for victims of trafficking and those at risk, aftercare services, and prevention work to reduce the risk of trafficking through public awareness, technical assistance, and advocacy for legal, regulatory, policy, process, and institutional changes.

Role of the Training and Technical Assistance Manager, Anti-TIP: The Training and Technical Assistance Manager, Anti-TIP will be responsible for managing elements of SEED’s anti-tip programming, including the development and delivery of training and hands-on capacity building support for Kurdistan Regional Government (KRG) officials, to strengthen the identification of and response to survivors of TIP; provision of technical assistance and advice to KRG officials for the design of tools, regulations, and procedures which support the implementation of the Anti-TIP Law; convening of a coordination forum of anti-TIP actors; and design and implementation of awareness-raising initiatives to increase understanding, rights, and protections for survivors and those at risk.

Specific Tasks:

Program Development, Management and Technical Leadership (70%)

  • Develop program plans and provide strategic leadership and oversight for SEED’s Anti-TIP training and technical assistance programming.

  • In collaboration with Program Director, Anti-TIP, and the Training and Technical Officer, develop relevant training modules and deliver capacity-building workshops to identified KRG partners.

  • Provide technical assistance and advice to the KRG, which supports the implementation of the Anti-TIP legislation, through the assessment and development of relevant tools, regulations, and/or procedures.

  • In coordination with Program Director, Anti-TIP, serve as SEED’s representative for anti-trafficking efforts, ensuring strong collaboration and coordination on policy and advocacy efforts, as well as strengthening the identification of and responses to potential cases of TIP.

  • Cultivate relationships and convene a TIP coordination forum to support policy and procedure development, coordination among Anti-TIP actors, identification of capacity building priorities, and promote information sharing and lessons learned.

  • Through the coordination forum or other mechanism, collaborate with stakeholders to make strategic policy recommendations to the KRG, which make anti-trafficking efforts more robust and enhance protections for survivors and individuals vulnerable to TIP.

  • In coordination with Program Director, Anti-TIP support the design and development of relevant awareness-raising initiatives that seek to educate the public on issues of human trafficking and provide opportunity for survivors to understand their rights and access support and protection.

  • Design and implement all training and technical support needs assessment surveys and make recommendations based on findings.

  • In coordination with SEED’s Education and Training Unit, design and implement relevant training modules and sessions for KRG and other civil society partners, incorporating learning from needs assessments as required.

  • Maintain up to date knowledge and understanding of human trafficking legislation, policy, regulations and local trafficking issues, and coordinate with SEED’s Anti-TIP Lawyer to provide recommendations based on analysis.

  • Develop clear protocols, guidelines and standards consistent with international best practice on the delivery of Anti-TIP training and provision of technical advice.

  • Provide technical assistance and supervision to SEED’s Anti-TIP service delivery colleagues, including case managers, psychologists, lawyers and senior project officers.

  • Contribute to building the technical capacity of SEED staff through the delivery of technical training and provision of ongoing technical coaching, including on program outcomes, evidence and indicators.

  • Ensure activities are implemented in line with donor regulations, organizational policies, and international best practice standards.

  • Ensure strategic and timely implementation of activities, in shared accountability with Program Director, Anti-TIP.

  • Assist Program Director, Anti-TIP with planning and implementation of SEED’s wider Anti-TIP programming.

Monitoring, Evaluation and Reporting (10%)

Staff Management and Administration (10%)

  • Supervise program staff working in areas of focus, provide support and regular feedback, develop team and individual work plans and conduct performance appraisals.

  • Identify staff capacity building needs and ensure training is incorporated into program planning.

  • Manage relevant budget lines, providing financial oversight.

Coordination and Organizational Representation (10%)

  • Represent SEED with donors, UN agencies and other NGOs, as needed.

  • Develop strategic partnerships with local and international organizations, and key government interlocutors

  • Maintain effective working relationships with key stakeholders and program partners, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.

Key Qualifications and Values:

  • Masters Degree in Law, Social Work, International Education, International Relations or other relevant field, required.

  • At least five years of related professional experience in a similar context, including experience working with law enforcement and/or government and experience working on anti-TIP initiatives, preferred.

  • Excellent partnership building, public speaking, and presentation skills required.

  • Ability to represent SEED in an engaging and professional manner.

  • Able to network and communicate effectively and work as a team member with partners, the community, and clients in a cross-cultural, multi-disciplinary environment.
