The Opportunity

The North Africa region is characterized as an area of origin, transit (departure) and destination for mixed migration flows from West Africa, the Horn of Africa and the Middle East. As European Union (EU) member states seek to reduce migration flows on the more monitored routes, alternative routes consistently emerge and mutate across the North African (NA) region, affecting Algeria, Morocco, Tunisia, Libya and Egypt. As a result, Morocco became the 'first' country of departure for migrants from Africa in 2018, while Spain became the most important gateway to Europe through the Western Mediterranean Route. Child refugees/migrants and their families who transverse North Africa are vulnerable to exploitation, violence and abuse and national systems are not adequately resourced to provide either prevention or response support either for those in transit or for those whose journeys are halted along the way.

The Middle East and Eastern Europe Region is looking for support to increase the depth and scope of our engagement in North Africa, particularly with regards advocacy and representation on migration issues.

Migration and displacement will be a key area of focus for the region in this strategic period, looking at recent developments and potential scenarios in Europe, Middle East and North Africa. Save the Children - given our scale and footprint - is well-placed to lead the coordination of efforts to ensure the needs of children moving across regions are understood, recognized and prioritized both locally and globally.

There is complexity and a political environment that is pushing against norms we are trying to uphold regarding refugee/migrant children. Protecting the interests and addressing the needs of children on the move requires a concerted, joined-up effort around external engagement and advocacy. Across the region, we have growing programmatic work in this area, from Morocco, Libya and Tunisia (North Africa Migration Initiative) to Egypt (East African Migration Routes Project), there is a need to ensure we have capacity to elevate the advocacy components of these projects.

To this end, we are looking to hire an advocacy adviser to be based in Egypt, to lead on advocacy and policy issues related to migration and displacement across North Africa.

Purpose

  • The position will support the North Africa region (North Africa Migration Initiative based in Tunis, East African Migration Routes Project based in Egypt and other regional initiatives) in developing their long-term advocacy strategies and campaign plans with a focus on national and cross sub-regional themes;
  • Advocacy Advisor will provide vision and strategic direction to the North Africa region to optimize the impact of advocacy work across the sub-region;
  • Continuously promote child participation and child campaigning by supporting its sustained implementation and impact on influencing policy changes, supporting system strengthening with evidence-based knowledge sharing.
  • The position will ensure alignment of the global COVID-19 advocacy strategy, objectives and plans across the region and cross sharing experience and learning.
