This is a Fixed Term Limited (FTL) position located in the Regional Office for Eastern Europe and Central Asia at the Istanbul duty station. The incumbent provides executive, administrative and operational support to facilitate the effective management and coordination of the Regional Office. Under the direct supervision of the Regional Director, the incumbent will perform the following duties: ResponsibilitiesHuman Resources Management: • Coordinate HR-related actions including recruitment, onboarding, performance management and contract administration for the Regional Office. • Monitor staffing tables and support workforce planning and reporting. • Oversee administrative processes such as leave management, attendance and staff documentation. Budget and Finance: • Track expenditures and ensure alignment with approved budgets; flag variances and support corrective actions. • Assist in preparing budget submissions, financial reports, and resource mobilization documentation. • Coordinates with finance units on payments, vendor management, and financial compliance. • Support in preparation and monitoring of the office’s budget, including regular and extra budgetary resources. General Administration and Operational Support: • Support coordination across programme units within ROEECA and with Headquarters to ensure coherence in communication and outputs. • Plan and coordinate high-level meetings, conferences, and official missions for the Regional Director. • Prepare meeting documentation, including agendas, talking points, and participant lists, and organize official events, receptions, and stakeholder engagements. • Oversee administrative processes including travel, procurement, asset management and office services. • Support contract administration by processing, monitoring and verifying vendor deliverables and payments. Executive Support & Coordination: • Provide high-level substantive and administrative support to the Regional Director in managing strategic priorities, workflow, and competing demands. • Manage the Regional Director’s calendar, including high-level meetings, missions, and engagements, ensuring optimal prioritization and time management. • Serve as the focal point for communication between the Regional Director’s office and internal and external stakeholders. • Coordinate the workflow of the office in alignment with organizational priorities and deadlines while monitoring the implementation of directives and decisions, tracking progress and flagging issues requiring attention. Data related responsibilities: • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Assists with visualizations and updating information material such as web pages or brochures. Work ExperienceA minimum of seven (7) years of experience in administrative services, finance, accounting, audit, human resources or related area is required. The minimum years of relevant experience is reduced by two years for candidates who possess a first-level university degree or higher. Experience of three (3) years dealing with time-sensitive and confidential administrative matters supporting senior level officials is desirable Experience working in ERP systems, such as Umoja, is desirable. Working experience within the United Nations System or similar organization is desirable. One (1) year or more of experience in data analytics or related area is desirable.
