ACAPS Purpose
ACAPS is dedicated to improving analysis of humanitarian needs in complex emergencies and crises. We are independent of specific operational and sectoral agendas or interests, and deliver objective and evidence-based analysis. Our team supports the humanitarian community by providing up-to-date information on key crises around the globe. By bringing together different sources of secondary (and where appropriate primary) data and using robust methodologies, we move beyond descriptive analysis to explanatory and interpretive analysis: in other words, we enable data to tell us: so what? This enables crisis responders to better understand and thereby better address the needs of the affected population, and at the same time strengthening the assessment ecosystem.

ACAPS MENA CrisisInSight team

The MENA CrisisInSight team will support timely, ground truthed, forward looking analysis to help identify, plan for, and mitigate key emerging challenges in a time of unprecedented upheaval. It will ensure that global decision makers are getting access to insights from frontline aid workers, local civil society organisations, and thinkers who are working in their local language. Closer proximity of analysts with front line responders will allow for more rapid and timely identification of key challenges, risks and trends impacting on humanitarian operations. Building analysis capacity in the field will also help to build the capacity of a new generation of Arabic speaking analysts, in line with the localization agenda of the Grand Bargain.

The MENA CrisisInSight team will also provide a platform for joint analysis, bringing together humanitarians, donors, protection actors, analysts and political actors from across the region to develop a joint picture of emerging risks and challenges.

Purpose of the position
ACAPS is looking for a strong senior analyst to build and lead the new CrisisInSight team in Amman, Jordan.
Roles and responsibilities

CrisisInSight (40%)

  • Build and manage the MENA CrisisInSight team to deliver high quality analysis of severity and humanitarian access, trends and forward-looking analysis for the MENA region
  • Recruit analysts, manage performance appraisals and development plans
  • Train and mentor staff, drawing on the expertise available in ACAPS Response and Surge Team and Geneva based analysts
  • Deliver high quality input to CrisisInSight products including Global Crisis Severity Index updates, access reports and risk reports
  • Support Geneva based colleagues to continually improve the quality and relevance of CrisisInSight products, methodology, training and guidance
    Crisis level analysis (30%)
  • Design and deliver high quality risk reports, briefing notes, scenarios, or thematic reports on priority topics or countries in the MENA region
  • Train and mentor the team to deliver quality and timely analysis products
  • Ensure that ACAPS quality assurance standards are applied to all MENA CrisisInSight team products, including technical expert support, editorial support and fresh eyes review
  • Establish core datasets (quantitative and qualitative) to track key trends and risks across the MENA region and alert stakeholders to important issues
    Networking and stakeholder engagement (20%)
  • Build a strong network of key humanitarian, development and analysis stakeholders across the MENA region to identify priority analysis needs and to ground truth findings
  • Engage partners in joint analysis to promote a shared understanding of needs, risks and trends across the MENA region
    Grant management (10%)
  • Deliver the project on time, on scope and on budget
  • Establish core program documents to monitor and track progress and manage risk
  • Monitor and report on program achievements, risks and challenges
  • Submit high quality narrative and financial reporting
  • Ensure that all program spending is in line with ACAPS and donor regulations and maintain appropriate standards to guard against fraud, waste and abuse
    Perform other duties in the organisation as appropriate.

PERSON SPECIFICATION

  • Education to postgraduate level in social sciences or other relevant subject
  • At least 5 years field or headquarters experience in the humanitarian sector
  • Training and proven understanding/application of quantitative and qualitative research methods
  • Solid understanding of the principles of emergency preparedness, response and early recovery
  • Excellent time management skills and ability to organize multiple, simultaneous tasks, and deliver results within a specified period
  • Demonstrated analytical skills and written clarity, including ability to understand complex concepts and problems and synthetize information
  • Demonstrated problem solving skills and results oriented approach. Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems
  • Proven ability to work strategically to set goals and flexibility and creativity in realizing them
  • Outstanding coordination, communication, and inter-personal skills, including capacity to persuade and influence others, convey information effectively, as well as adjust actions in relation to others' actions
  • Demonstrated ability to build networks and partnerships to identify priority analysis needs and engage partners in joint analysis
  • Knowledge of humanitarian and development issues in the MENA region preferable
  • Arabic language skills preferable
  • Training and capacity building experience preferable
