Context:

Action Against Hunger has been operating in Afghanistan since 1979. Its very first mission, has seen a strong focus on emergency responses, targeting primarily refugees, Internally Displaced Persons, and flood/drought affected populations. Integrated projects in nutrition and health, water, sanitation and hygiene, food security and livelihoods, and in mental health and care practices are implemented in 4 provinces. Our work with local partners is essential to gain access to more geographical areas.

In 2017, 1,973 displaced persons had their access to sanitation and hygiene improved through latrines and hygiene kits, and 21,724 displaced persons benefited from cash distributions to support their immediate needs such as food, a shelter etc.

In the coming years, ACF will focus on an integrated approach to respond to and prevent humanitarian crises, address vulnerability and reinforce longer-term resilience to food, water and nutritional crises and to improve the resilience of communities.

Since 2015, the Action Against Hunger Afghanistan mission operates with fewer bases, but with an increased number of staff. 400 national staff and 13 expatriates operate on 3 bases: Kabul, Helmand and Ghor. In 2017, activities were funded by institutional donors such as GAC, ECHO, OCHA, SIDA, UNICEF and the World Bank, amounting to 13.6 million euros.

Security, working and living conditions:

The security context is overall volatile. Movements and social opportunities are limited for Action Against Hunger expatriates depending on the situation and security rules set by the organisation.

Kabul : The Kabul base hosts the coordination office in charge of implementing water, sanitation and hygiene and nutrition projects aiming to reduce acute malnutrition in the Kabul Informal Settlements and in 26 health facilities. Expatriates share a guest house with moderate conveniences, an indoor sports room and a garden. A variety of restaurants and supermarkets are accessible depending on security rules and context. Movements may be restricted and a curfew strictly imposed.

Responsabilités:

You will be in charge of the overall donors activities and elaboration of donors documents in order to ensure the quality of relationship with donors and the respect of reporting deadlines.

Contributing to the development of the mission programmatic strategy in relation with the Deputy Country Director- Programs and the Field Coordinators

  • Participate in the research of donor funding opportunities with the CD, DCDs and FCs
  • Communicate and provide trainings about funding opportunities and donors by:
  • Participate in the drafting and preparation of concept notes and full proposals
  • Monitor and improve the quality of concept notes, proposals, project amendment requests, and any other official grant-related documents to be shared with the donors

Supporting the elaboration of internal and donor reporting documents and ensure the follow up of the mission’s reporting obligations in relation with the Country Director, the DCD and the Field Coordinators

Following up ACF Afghanistan contract monitoring and filing, ensuring regular and efficient communication and information/document sharing within the mission and with the HQ

  • Ensure and facilitate the internal and external respect of deadlines, the internal and external validation procedures, and the communication HQ/mission related to donor documents validation
  • Update the mission follow up tools and share them with the coordination team and HQ
  • Act as the focal point for collecting, sharing and archiving the projects’ documents
  • Acting as focal point for advocacy between Mission and HQ

Providing support to the Coordination team

  • Prepare and attend the coordination meetings, draft the minutes and share the approved version with the coordination team
  • Internal Communication: prepare and share the mission Sitrep and update the mission Welcome Package
  • External Communications and Coordination: maintain partnership with other NGOs, specifically on advocacy activities and coordinate ACF’s involvement in joint advocacy activities

Profil :

You hold a Master’s degree in fundraising, public relations, communications, development, humanitarian aid or international relations.

You are flexible and team-oriented able to handle intense work pressure, tight deadlines and ad hoc demands.

You are familiar with donor guidelines and take pride in delivering consistent high quality work on time.

You appreciate the importance of being service-minded in your support to the field, you are also persistent and firm in your commitment to strengthen quality, ensure compliance and manage risks.

You are used to take initiative, operate with a high degree of independence and enjoy the respect from colleagues due to your integrity as well as the knowledge and hands-on experience that you will bring to the team.

You have at least two years experience within the international humanitarian sector directly engaged with project management cycle and grants management (it will be preferable to have a field experience working for an INGO).

You have full proficiency in spoken and written English.

Contract : 6 months fixed term contract under French legislation

Salary and profits :

  • Monthly gross salary from 2 010€ to 2 335 € upon experience.
  • Per diem and living allowance: 383€ net - paid in the field
  • +450€ as country allowance
  • +16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen.
  • +child allowance

Transportation and accomodation :

  • Coverage of transportation costs to and in the mission.
  • Individual room in guesthouse covered

Medical coverage :

100% coverage of medical expenses + repatriation insurance.

Leaves an RnR :

  • 25 days of paid leaves per year.
  • +20 RnR per year.
  • +215 € at each RnR period every 8 weeks.
  • Coverage of the transportation expenses to the RnR area of reference.
