We are looking for: A FIELD COORDINATOR – IRBID - JORDAN

Country:

The Jordan mission is dynamic and rapidly growing, with large-scale WaSH and Livelihoods programmes being implemented in host communities (Azraq, Irbid, Jerash and Madaba) and the Azraq refugee camp. MHPSS programming is very small in scale, implemented in the north (Irbid). The Jordan Country Strategy has been recently revised, through an in-depth context review, community consultations and internal workshops. The overall objective of the strategy is to strengthen the resilience of vulnerable people to socio-economic and environmental challenges in Jordan, with an emphasis on rural and peri-urban women and youth. The revised strategy, in line with the needs of the Jordanian context, brings up interesting challenges in terms of development-oriented WASH programming, focusing on sustainable and multi-sectoral interventions. With a team of 8 international employees and more than 100 national colleagues, the Action Against Hunger Jordan office manages a portfolio of projects for approximately EUR 7.5 million, in response to the Syria crisis and its reverberating effects on development conditions in Jordan. Donor supporting these programmes range include the EU via MADAD, AFD, GIZ, and SDC.

The coordination office in Amman supports the three operational bases in Azraq, Irbid, and Madaba.

Azraq base, with approximately 20 national employees, covers activities in Azraq Camp, where Action Against Hunger is a core WaSH service provider and addresses the needs of 35,000 individuals. In host communities in Azraq Town, Action Against Hunger is conducting Livelihoods programming implemented in collaboration with the Munipality and local farmers and cooperatives.

Irbid is the fastest growing base of Jordan mission, with currently close to 60 staff and the largest number of projects and grants. FSL, WaSH, and MHPSS projects are implemented in host communities in Irbid governorate.

One project focused on preventing soil erosion via short-term livelihoods opportunities is being implemented in Madaba.

Jordan is considered as a stable country where security conditions enable safe implementation of projects.**

Responsibilities:

You coordinate Action Against Hunger interventions (ACF) at field level in conformity with overarching strategy and the standards set internationally, by ACF and by national policies.

More precisely you :

  • Coordinate ACTION AGAINST HUNGER country strategy implementation at field level
  • Coordinate overall implementation of program at field level
  • Manage the team at field level
  • Facilitate good relationships with the team in capital
  • Represent ACTION AGAINST HUNGER and liaise with regional authorities, UN, NGOs at field and regional level
  • Ensure reporting, capitalization and contribute to quality and accountability;
  • Manage the security

Requested profile:

You hold a Master’s degree or equivalent in humanities, business administration, development studies, or related field. You have at least 5 years’ experience in humanitarian/early recovery program management,with minimum 3 years in managerial role (Team & programs) , experience working in rural environment. If you have a former experience with Action Against Hunger it would be considered as a plus but not mandatory.

Cross Cutting criteria:

You can speak English proficiency (both oral and written) You have strong humanitarian values including firm understanding of ‘Do No Harm’ approach and humanitarian principles. You have demonstrable understanding, willingness, and capacities to commit to, comply with, implement, and promote gender, age, and diversity principles and policies You have strong computer literacy, including ability to work with Microsoft Office and web-based software)

Technical Recruitment criteria: You have proven knowledge of programme management in the field and substantial knowledge of standard logistics, financial and HR procedures and practices. You have an experience with representation toward and negotiation with both donors, local authorities and communities engagement)

Specific conditions / salary:

Contract: 12 months fixed term contract under French legislation

Compensation and benefits :

This recruitment is open to both national and international applications.

For international applicants:

· Monthly gross salary from 2450 to 2800 € upon experience

  • · Per diem and living allowance: 642 € (cf eurocost) net, field paid.
  • · +150€ as country allowance**
  • · + 16% of monthly gross. For non-French citizen for retrocession of retirement and unemployment insurance.

Medical coverage: 100% coverage of medical expenses + repatriation insurance.
Leaves and RnR:

  • · 25 days of paid leaves per year.

  • · 2/3 days training on finance tools before departure

  • · Intermission Workshop once a year.
  • · Participation to external trainings costs upon eligibility of the request.

For national applicants:

  • Salary: from 2919 to 3234 JOD subject to social security and income tax deduction as per Jordanian labor law.
  • Seniority: 2% yearly of basic salary for a period of 6 years.
  • Step up: after completing one year and based on the performance evaluation
  • Leaves: 24 days paid leave per year, 14 days sick leave.
  • Working hours & Duty station: Sunday to Thursday 8:30-5:00 with 30 minutes lunch break. Position based in Amman, JORDAN with 20% travel to field sites
  • Medical insurance: fully covered as a staff, inclusion of family members (wife/husband &kids) is subject to monthly salary deduction per dependent.
  • Training Plan: ACF is committed to provide training opportunity for its staff based on need and managers assessment
  • Transportation allowance: allowance is based on place of residency and duty station.
