Background

The UNODC Programme Office in Indonesia (POIDN) works with the Government of Indonesia (GoI), civil society stakeholders and donor partners to support the implementation of strategies and effective interventions to enhance the criminal justice system’s responses to a myriad of challenges.  The focus of this work is guided by UNODC mandates and GOI priorities.

Under the general supervision and policy guidance of the UNODC Country Manager for Indonesia and Liaison to ASEAN and under the direct supervision of the Global Maritime Crime Programme (GMCP) Programme Coordinator for Southeast Asia and the Pacific  in Bangkok, the incumbent will be responsible for the general management and implementation of GMCP activities in Southeast Asia and the Pacific, and particularly in Indonesia in accordance with UNODC rules and regulations.

The National Programme Officer will report to the Country Manager and GMCP Programme Coordinator in Bangkok. In implementing the programme, the Programme officer will work in close collaboration with other programme officers, financial and administrative staff, technical advisors and experts, government officials, and other relevant stakeholders.

Duties and Responsibilities

Summary of Key Functions:

  • Ensures implementation of programme strategies;
  • Participates in effective management of the programme focusing on quality control from formulation to implementation of the programmes;
  • Maintain partnerships for programme implementation with implementing partners;
  • Provides top quality support services to the nationally implemented programme; and
  • Facilitation of knowledge building and management, producing and disseminating lessons learned from designated programmes and support to the promotion of cross-project and cross-unit knowledge sharing.

1. Ensures implementation of programme strategies focusing on achievement of the following results:

  • Assist the Regional Programme Coordinator in activities related to the management, implementation and monitoring of the Programme;
  • Provide substantial support to all Programme activities, including, organizing training activities, workshops and national and regional meetings;
  • Advise and support the Regional Programme Coordinator and national counterparts engaged in countering maritime crime on issues related to transnational organized crime in the region, including maritime crime;
  • Provide support to the Regional Programme Coordinator in reviewing and revising the budget and draft annual budget proposals;
  • Identify and prioritize requirements for training activities, ensure appropriate nominations and arrangements;
  • Identify consultancy needs, develop terms of reference for the proposed consultancies and assist in the identification, selection and recruitment of consultants and instructors;
  • Support the Regional Programme Coordinator in day-to-day communication with counterparts in the region;
  • Assist the Regional Programme Coordinator in administrative issues; monitor equipment supply and expenditure;
  • Assist in the preparation of expert missions as required;
  • Act as a liaison officer between the various agencies participating in the implementation of the Programme;
  • Oversee the duties of Project Assistant. 
  • Oversee the preparation of information materials (brochures, website, posters, etc) in support of the GMCP; disseminate GMCP-related materials to governments, NGOs and the general public;
  • Perform other duties, as required.

2. Participates in effective management of the programme focusing on quality control from formulation to implementation of the projects, achieving the following results:

  • Provide substantive and technical support, coordination and guidance for the development and implementation of the GMCP;
  • Provision and dissemination of the programme annual work plan, quarterly work plans for implementation in consultation with stakeholders, terms of reference and the UNODC’s project-related documentation;
  • Maintain liaison with all beneficiary agencies to ensure timely delivery of activities and provision of guidance to the executing agencies on routine implementation of programme/projects activities, tracking use of financial resources;
  • Preparation and analysis of programme budget proposals including budget revisions, monitoring checklists, and coordination of submissions of work proposals and budget estimates;
  • Maintainance of shadow budgeting to ensure that budgetary limits are not exceeded in accordance with UNODC budgetary provisions;
  • Prepare work plans, monitoring reports (biennial and annual), background documents, mid-term evaluations and the final evaluation;
  • Draft all necessary Programme progress reports and Programme implementation delivery rate reports;
  • Collect documents and keep files related to the Programme implementation;

3. Maintain partnerships for project implementation with implementing partners focusing on achievement of the following results:

  • Initiates and maintains partnerships with development partners, government institutions, private sector, civil society and other stakeholders to contribute to the achievement of project results; 
  • Support, coordinate and monitor programmes implementation and activities as well as coordinate and liaise with government counterparts, donors and other stakeholders;
  • Provision of guidance to implementing partners and assistance to coordination, monitoring and expedition of project activities including extensive liaison with all stakeholder agencies to initiate requests, prepare standard terms of reference against project objectives, obtain necessary clearances, process and follow-up on administrative actions, and resolve issues related to project implementation; and
  • Provision of secretariat services to working groups and meetings including the preparation and circulation of briefs, agenda notes to members/participants; compilation of background documentation; drafting of minutes of the meetings; monitoring of follow-up actions, etc.

4. Provides top quality support services to the nationally implemented projects focusing on achievement of the following results:

  • Establishment and monitoring of updated internal databases relevant to the scope of programmes activities;  
  • Prepares substantive briefs on possible areas of cooperation and tracks timely receipt of pledged funds from the donor;
  • Preparation of correspondence and communications related to all aspects of project administration, including work plan and budgets, revisions and other implementation related issues with all stakeholders; 
  • Encourages stakeholder buy-in and ownership in implementation of programme activities through in-kind contribution; and
  • Identify technical assistance needs for capacity building and propose a sustainable strategy to reform and strengthen the criminal justice sector in Indonesia;

5. Facilitation of knowledge building and management, producing and disseminating lesson learnt from designated projects and support to the promotion of cross-project and cross-unit knowledge sharing focusing on the following results:  

  • Organise training on topic related to maritime crime and strategies to counter maritime crime; 
  • Synthesise lessons learned and best practices in programme support management; 
  • Contribute to knowledge networks and communities of practice and develop knowledge products related to the programme.

6. Facilitation to conduct the assessment on maritime crime threats in Indonesia, Mapping of the Maritime Crime Law Enforcement Framework and Practice and mapping on ongoing training and training facilities for Indonesia to identify gaps and opportunities for stronger regional training.

Required Skills and Experience

Education:

  • Bachelor degree or Master degree in in law, criminology, political science, international relations or other relevant disciplines is required. 

Experience:

  • Minimum of six (6) years of work experience for Bachelor degree or two (2) years of work experience for Master degree in area of maritime law enforcement or a related area is required.
  • Experience in management, oversight and delivery of counter maritime crime programme activity is required.  
  • Experience in development programmes based on results-based management and hands-on experience in programme monitoring, evaluation and reporting for documentation of programme results and impact is advantage.
  • Knowledge of UN/UNODC rules and procedures in relation to programme implementation, administration and reporting is  desirable.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is required .

Language Requirements:

  • Fluency in written and spoken English is an absolute necessity;
  • Fluency in written and spoken Bahasa is required.

Other Requirements:

  • Good inter-personal skills;
  • High sense of responsibility for achievement of successful programme outputs fulfilling success criteria and donor requirements.
