To provide project management support to the Serbia Creates team within the Prime Minister’s Office (PMO).

b.            Objective

To ensure results oriented, effective, efficient and accountable implementation of the project activities and achievement of project results.

c.            Background Information

UNDP responds to the global challenge of developing institutions and processes conducive to development. These institutions and process should be responsive to the needs of ordinary citizens, including the poor, and should promote transparency of political process and accountability of holders of public offices to its electorate. UNDP helps countries strengthen electoral and legislative systems, improve access to justice and public administration and develop a greater capacity to deliver basic services to those most in need. Through its programmes, UNDP brings people together, fostering partnerships and sharing ways to promote participation, accountability and effectiveness at all levels.

Good governance has 8 major characteristics: participatory, consensus oriented, accountable, transparent, responsive, effective and efficient, equitable and inclusive and follows the rule of law. UNDP’s programming in this area contributes to Goal 16 of the Agenda 2030, providing support to governments to integrate the SDGs into their national development plans and policies. Within this broad context, UNDP’s specific niche lies in supporting institutions for engaging in open practices, embracing data-driven decision making and higher civic engagement as means to transform governance. In our work across the globe, we see more and more people, particularly young women and men, push the boundaries of citizen engagement and work towards a future they want. We see the emergence of new infrastructures of social innovators, entrepreneurs and civil society and dramatic shifts in the development landscape, accelerated by new technologies and new finance models. Innovation for development is about identifying more effective solutions that add value for the people affected by development challenges – people and their governments, our users and clients. And we firmly believe that achieving the Sustainable Development Goals (SDGs) requires deliberate, calculated investments in testing new ways of triggering change. Technology is often a powerful enabler and vessel for innovation.  But technology does not equal innovation per se. The key aspect is the value added and measurable progress to bring about real improvements in peoples’ lives.

In 2017, the Prime Minister’s Cabinet commissioned a study in cooperation with the World Bank to determine the benefits of the creative industries to the local economy and society. Findings demonstrated several potentials such as small businesses & entrepreneur growth, a skilled workforce, export potentials, boost of tourism and soft power, cultural diplomacy etc.

As a result of this process, the Cabinet determined to focus on creating an enabling environment for creative industry growth. In light of the above, the Government determined to create an initiative within the Prime Minister’s Cabinet, to drive sector development. Serbia Creates - a campaign designed to make Serbia known for its creativity, innovation, inventiveness and ingenuity. At the campaign’s heart lies the goal of influencing and fundamentally altering Serbia’s international reputation towards a more modern, digital, collaborative, creative – and realistic – brand communication.

Under the guidance and direct supervision of the Technical Advisor- Creative Industries and Tourism, the Project Manager will be responsible for the implementation of projects assigned to the creative industries team.

Measurable outputs of the work assignment

Overall responsibilities:  The Project Manager is responsible for day-to-day monitoring of activities and progress of projects assigned to the Creative industries team at the Prime Minister’s Office.

Specific responsibilities include:

Management of designated components:

  • Be responsible and accountable for the overall management and administration of project activities, and the timely and quality delivery of all outputs;
  • Develop and manage, in coordination with partners, an overall Project implementation strategy;
  • Prepare Project Work Plans and present them to the PMO for review/approval;
  • Develop Monitoring and Evaluation Plan for tracking and evaluating progress against the agreed targets;
  • Coordinate an exit strategy at least 6 months ahead of the project closure date; ensure closure of the project is done per the established procedures;
  • Coordinate work of the Serbia Creates team to ensure sound and timely implementation of projects.

Monitor progress and manage risks, ensuring that changes are controlled and problems addressed; Report on progress and issues:

  • Monitor Project progress to ensure that it is in accordance with the timetable and preparation of regular updates to the PMO on projects’ progress, implementing issues, emerging risks/problems and proposals for necessary remedial actions;
  • Collect and manage project data as required by the M&E Plan;
  • Create, monitor and manage calendar of events;
  • Manage the project risks; inform the PMO on emerging issues and risks update the issue and risk status;
  • Prepare project progress reports;
  • Prepare final project reports and papers;
  • Design Terms of Reference for engagement of consultants and companies.

Networking and support to resource mobilization

  • Maintain good cooperation and coordination between national counterparts, projects’ partners and other stakeholders;
  • Maintain regular communication with relevant line ministries, implementation agencies and other involved stakeholders in order to advise the Technical Advisor of developments concerning the portfolio of projects and provide recommendations for action;
  • Develop and manage coordination with partners the overall implementation strategy for activities in the Creative Industries and Tourism component;
  • Maintain regular contacts with beneficiaries to ensure relevance and quality of projects’ outputs;
  • Establish record with contacts, pursue networking and information sharing and follow up on partnership related issues;
  • Support the partnerships and advocacy activities;
  • Contribute to the development of pipeline initiatives primarily under the themes covered by the project.

Communication, knowledge management and learning

  • Provide policy advice on issues within the scope of the project;
  • Ensure the project has the required communication package;
  • Prepare communication materials for dissemination;
  • Capture lessons learnt during project;
  • Participate in internal meetings;
  • Participate in training events, communities of practice;
  • Facilitate team’s learning and knowledge sharing;
  • Performing other duties as required.

Performance indicators for evaluation of results

  • Project results delivered;
  • Direction and guidance to Project team provided;
  • Dialogue with relevant Ministries, stakeholders and beneficiaries maintained;
  • Reports and Workplans developed on time in line with quality standards;
  • Project’s activities and achievements captured and presented;
  • Team learning and knowledge management organized as a part of project cycle.

 

  • Good application of Results-Based Management;
  • Good communication, coordination and facilitation skills;
  • Consistently ensures timeliness and quality of Project work;
  • Establishes lasting relationships and substantive dialogue with clients;

Education:

Minimum BA in law, economy, social studies or arts and culture. MA degree shall be considered as an asset.

Work experience:

  • Minimum 7 years of progressively responsible work experience, with at least 5 years of proven experience in the management of complex projects and events in creative industries and media;
  • Experience in managing teams and complex projects/processes that included extensive communication, coordination and facilitation requirements;
  • Experience in partnership building at international, national, regional and local level.

Knowledge:

  • Sound understanding of Serbia's political, institutional, and socio-economic situation;
  • Thorough understanding of Serbia’s arts and culture, creative industries sector;
  • Strong network of national stakeholders, including public institutions, international organizations and businesses.

Personal qualifications:

  • Ability to deliver when working under pressure and within changing circumstances;
  • Excellent writing/reporting and presentation skills;
  • Excellent interpersonal, networking and team building skills.

Language:

Excellent knowledge of written and spoken Serbian and English.
