Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

 

The project will strengthen the institutional and technical capacities of the Coordination Body for Gender Equality, and the Ministry of Labour, Employment, Veterans and Social Affairs to develop policies and measures that will lead to changing patterns of parenting obligations and unpaid household work in the Republic of Serbia, by combining economic, employment and social policies. The proposed actions include pilot initiatives for equal participation of women and men in the economy of care, which will include redistribution of economic power and responsibilities in both spheres of ‘productive’ and ‘reproductive’ economy. Furthermore, the project will work towards establishing a real and permanent dialogue between the national machineries and the key stakeholders, especially women’s groups and will facilitate creation of wide platform of alliances for women’s empowerment and commitment to changing the gender stereotypes. Political change will be driven at the national and local level and will rely on the results of policy dialogues and replication of the successful pilot initiatives in the care economy which will be reinforced by advocating to include these measures in the local budgets and in the private sector.

 

The project will focus on ensuring that governance framework on care economy advances gender equality and social justice through following results:

 

  • National Gender Equality Mechanisms have capacities to develop policies and lead a dialogue on gender responsive governance.
  • Women’s CSOs, national and local governments and private sector pilot initiatives for redistributing and valuing care services.

UN Women Serbia will implement the Project, in close cooperation with the Coordination Body for Gender Equality, the Ministry of Labour, Employment, Veterans and Social Affairs and selected pilot municipalities.

Duties and Responsibilities

Under the supervision of the Gender Specialist, the Project Assistant is responsible for providing programming, administrative and logistical support to results oriented, effective, efficient and accountable implementation of the activities and achievement of project results.

Project Support

  • Ensure timely and adequate implementation of activities according to the project activity plan and effective delivery of results and provide support in day to day implementation of project;
  • Provide support in the preparation of work plan, budget, and proposals on project implementation arrangements, including tracking the delivery of funds;
  • Provide support to the municipalities and women’s CSOs on delivery and reporting of project supported activities and finances; 
  • Participating in meetings, training sessions, conferences and public promotion of projects;
  • Drafting terms of reference for consultants and contractors, as required;
  • Preparing briefs, talking points and relevant materials;
  • Drafting correspondence on project issues, as required;
  • Maintaining close cooperation with responsible partners and beneficiaries to ensure effective implementation of the agreed activities and delivery of outputs in a timely manner.

2.   Administrative Support

  • Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions;
  • Assisting team members, experts and consultants on travel and logistics matters. Make travel arrangements, including travel requisitions and claims;
  • Provide administrative support in monitoring and preparation of budget and the finances of project, and in the preparation of FACE forms;
  • Organize and coordinate filing of documents; maintain mailing lists;
  • Provide administrative support to resource mobilization;
  • Support organization of procurement processes including receipt of quotations, bids or proposals;
  • Support the recruitment of short-term consultants in accordance with recruiting rules and regulations;
  • Analyze administrative service needs to support specific business operations encompassing travel, transport, supply and communication.

3. Knowledge Building and Sharing

  • Identify sources, and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers and identify policy-related, relevant information and data and compiling data for management;
  • Facilitate knowledge building and knowledge sharing within the project through drafting papers on best practices and lessons learnt for UN Women organizational learning;
  • Perform other tasks and duties as assigned by the supervisor.

FUNCTIONAL COMPETENCIES:

Required Skills and Experience

Education and certification:

  • Secondary education (High School Diploma), preferably with specialized certification an area relating to Economics, Business, Public Policy or related area.  A University Degree in Economics, Business, Public Policy or related area is considered an asset.

Experience:

  • 5 years of experience with high school diploma or 2 years of relevant professional experience with Bachelor’s Degree, preferably in international/multilateral development context;
  • Experience in supporting complex projects/processes that included extensive communication, coordination and facilitation;
  • Experience in working on gender equality and women’s empowerment project is an asset;
  • Experience in supporting partnership building is an advantage;
  • Experience working in the UN system or other international organizations; experience in projects in the field of women’s empowerment is considered an asset; and
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.?

Language Requirements:

  • Fluency in English and Serbian both verbal and written, is required.
