• Participates in the identification and formulation of country projects on population and development in cooperation with UNDP and UNFPA teams and in line with existing population policies and demographic trends in the country, including the review and analysis of available statistical data.
  • Provides policy advice and support to government institutions, nongovernment organisations and academia in the implementation of population policies in the country, including establishing of platforms at all administrative levels for communication and collaboration by all relevant stakeholders.
  • Actively seeks out and works with a wide range of national and local stakeholders, including non-obvious partners, to develop and maintain a broad coalition around the overarching challenge of depopulation, support relevant grassroots initiatives, and facilitate learning between different groups and sectors. 
  • Coordinates project implementation with other UN agencies through existing UN Country Team (UNCT) mechanisms and results groups, alignment with Sustainable Development Goals and implementation of population measures across mandates of several UN agencies.
  • Facilitates the work of population development experts engaged in providing support and expertise to relevant stakeholders in the country, including the regular review and periodic evaluations of planned achievements.
  • Contributes to the creation and sharing of knowledge by synthesizing and documenting findings and lessons learned, success stories and best practices, strategies and approaches of population development initiatives through developing relevant communication materials and reports.
  • The Portfolio Manager supervises project staff and provides guidance in thematic areas on population dynamics.  S/he works in close collaboration with programme clusters touching upon the issue of population dynamics across portfolios in UNDP and UNFPA.
  • Upon request, the Portfolio Manager will provide inputs on cross-cutting challenges on issues of regional population dynamics in the Western Balkan, which will be further utilized to close the feedback loop and report to the regional Issue Based Coalition to support with synergies among related areas of work for UNDP, UNFPA and other UN agencies in the region. 
  • Joint Programme between UNDP and UNFPA developed;
  • Dialogue with relevant Ministries, stakeholders and beneficiaries maintained;
  • Reports and Workplans developed on time in line with quality standards;
  • Portfolio activities and achievements captured and presented; 
  • Team learning and knowledge management ensured throughout implementation.
  • Good application of Results-Based Management;
  • Excellent communication, coordination and facilitation skills;
  • Consistently ensures timeliness and quality of project work;
  • Establishes lasting relationships and substantive dialogue with clients;
  • Treats all people fairly without favoritism;
  • Strong oral and written communication skills; 
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Demonstrates integrity by modeling ethical standards.
  • Advanced (Masters) degree in population, demography, statistics, economics and/or other related social science field. 
  • At least 5 years of professional experience in the field of population and development, advising Governments and other senior stakeholders. At least 7 years of experience in programme / project management, preferably projects that relate to human development, demographics, or sub-national and/or rural development.  Experience managing large programs or portfolios and experience with innovation in the public sector are an advantage.
  • Fluency in English and Serbian languages is required.
