The Position:

The Programme Specialist works in the West and Central Africa Regional Office of UNFPA, contributing to policy and programming efforts related to youth, peace and security in the West & Central Africa region. The Specialist will be engaged in inter-agency initiatives, joint programming efforts and will contribute actively to multi stakeholder partnerships with partners from the UN system, civil society, regional organizations and academic institutions.

The Specialist will report to the WCARO Gender Advisor, and will have a dual reporting line to the Youth, Peace and Security Technical Specialist in the Technical Division at Headquarters.

Job Purpose:

Working within UNFPA’s West & Central Africa Regional Office, you will provide strategic and technical support on youth, peace and security at regional and country level. The Specialist will support peacebuilding programming efforts focused on adolescents, young people and women in countries of the West & Central Africa region, with a specific focus on the Sahel. The position will directly support UNFPA’s contribution to the implementation of the United Nations Integrated Strategy for the Sahel (UNISS) and the UN Support Plan for the Sahel.

You would be responsible for:

Providing technical and programming support on youth, peace and security to UNFPA country offices in the West & Central Africa region, as a contribution to regional frameworks, such as the UN Integrated Strategy for the Sahel, and in line with the UNFPA Youth Strategy “My Body, My Life, My World”: Support country offices in the design, implementation, monitoring and evaluation of programmes and projects on youth, peace and security, and on peacebuilding and sustaining peace more widely; Contribute to capacity-building efforts of UNFPA colleagues in the area of youth, peace and security, and peacebuilding and sustaining peace more widely; Supporting strategic, coordination and knowledge management efforts related to youth, peace and security:  Support regional level coordination efforts on youth, peace and security, including regional governmental and non-governmental partners; Provide guidance and support on the development of national frameworks on youth, peace and security, and the set-up of multi-stakeholder national coalitions on youth, peace and security; Analyze lessons learned and good practices in the field of youth, peace and security programming; Design communication and resource mobilization products on youth, peace and security; Contributing to the work of the UNFPA West & Central Africa Regional Office: Contribute to the implementation of the UN Integrated Strategy for the Sahel, and the support plan, through a dedicated focus on young people, including adolescent girls and young women; Coordinate with and contribute to the UNFPA implementation of the Sahel Women’s Empowerment and Demographic Dividend (SWEDD) programme; Contribute to other tasks and priorities of the West Africa Regional Office as needed, including the drafting of briefing notes, talking points etc.; Carry out any other duties as may be requested by the Regional Director and the Deputy Regional Director.

Qualifications and Experience: 

Education:  

Advance degree in social sciences or related fields, with specialized knowledge in the field of peace and security and/or humanitarian settings;

Knowledge and Experience: 

At least 5 years of professional experience in the field of peace and security, and/or humanitarian issues, with a focus on young people; Experience in programme/ project management including experience designing and appraising proposals and actively liaising with relevant and potential project partners; Field experience is an asset;  Ability to write clearly and concisely; Initiative, sound judgment and demonstrated ability to work harmoniously with staff members from different national and cultural backgrounds;

Languages: 

Fluency in English is required, and French is desirable to enable effective communication with English speaking and French speaking country coordination groups and local organizations (West and Central Africa region).
