    Location: Position based in Aden

    SI opened its mission in Yemen in 2017, establishing its coordination in Aden. Since then, SI expanded the geographical scope of its intervention, and established offices in Al Turbah and Al Mokha in Taizz Governorate and operational presence in Lahj, Dahle, Marib and Abyan Governorates

    The mission has a forecasted budget of about 13M Euros for the year 2023.

    The country office is in Aden city in the South, with 2 regional field offices (one on the Red sea West Coast and one in Central Taiz governorate) and the emergency alert unit based in Aden and responding to emergencies within the protracted emergency across several governorates in South Yemen.

    The mission is composed of approx. 19 expatriates and about 120 national staffs.

    Objectives for the mission for 2023 is to build on its Emergency Response capacity to expand in hard to reach areas, and develop qualitative interventions responding to emergency and protracted needs, while enhancing resilience.

  • General objectives

    The Humanitarian Access & Security Coordinator (HAS) Coordinator supports the Country Director and the Field Coordinators in the adaptation of SI safety & security framework to the current context. More specifically :

  • S/He coordinates efforts to access to new hard-to-reach areas, in close collaboration with Fields Coordinators, Security Managers and advisors and CD.
S/He monitors, eases, and implements general safety, security and HA trainings to all SI staff over the duration of his/her mission.

Main responsibilities

Review SI Yemen Mission HA, safety & security documentation. Humanitarian Access, safety and security operationalization Recruitment and training of the security focal points and SI Staff in general Security Analysis

Priorities for the 2/3 first months

Support the CD and FCo in the update of their security pack and review the mission security document Train and accompany the security staffs on security and access assessments Contribute to efforts at mission level to expand to new hard to reach areas

Management

No management required, you will only maintain a technical link with the bases security focal points.

Your profile

Academic background

University degree in a related area (BA, MA): international relations, international emergency response …

Experience and technical skills

5 years of practical experience of security assessment, planning and implementation of procedures in the context of UN or NGO humanitarian operations Proven influencing and negotiating skills with internal and external audiences (Access Working Group, donors) including in complex and stressful circumstances (local authorities, community representatives, Armed Groups Leaders…) Substantial experience of working in conflict-affected areas and of associated risks to personal and organizational security Security assessment/review experience Proven critical analysis skills A sound understanding of gender related challenges Microsoft Office Pack, working knowledge of spread sheet and database management

+ Experience and / or knowledge of the Yemeni crisis is a major asset.

+ Experience with SI is a major asset.

English language is mandatory

Arabic language is an asset.

SI will offer you

A salaried position: starting from 2640 euros gross per month (2400 € + 10% annual leave allowance paid monthly) and a monthly per diem of 750 USD a month. Please note that salary is not negotiable with SI.

Vacation: During the assignment, a system of alternation between work and time-off is implemented at the rate of one break after two months spent on the field. For a one-year assignment, the expatriate will have a 7-day break during the 2nd, 4th, 8th and 10th months (with 750 USD allocated by Solidarités).

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Security and Living Conditions

The situation in terms of security remains volatile in Aden, linked to the political tensions and presence of several armed groups competing over the control of the city. In the context of Aden however, INGOs are not a direct target. Main risks for INGOs in Aden relate to crossfire (wrong location at the wrong moment), crowd mob and road accidents. To mitigate these risks, SI has developed strict security rules that the applicant needs to be ready to abide to.

Key information about living conditions

The coordination office in Aden is shared with the guesthouse (same building). Security rules in Aden are rather restrictive, with a curfew at 6pm, extended to 10.30pm in the area where most INGOs are located. Expatriates are allowed to go to the supermarket, to one gym, one restaurant, and two beaches (including one reachable by boat). Guesthouse is comfortable as per middle-east standards (large rooms with AC, good-standard bathrooms with running water). A gym and rest area have recently been built on the roof of the Guesthouse to improve expatriates’ living conditions.
